In 2024, the propaganda system from the province to the grassroots level overcame many difficulties and challenges, proactively innovated and created, and completed a large amount of work according to plan as well as unexpected tasks. Notably, the Propaganda sector advised Party committees at all levels to thoroughly, fully, promptly, and effectively disseminate directives and resolutions. The content and methods of organizing learning, dissemination, and propaganda have been increasingly innovated.

The propaganda system at all levels regularly grasps the ideological situation and public opinion, promptly advising the Party Committee to lead political and ideological work. The method of grasping and investigating public opinion has been innovated in the direction of combining many sources and channels of information and applying information technology to investigate and survey public opinion. Thereby, promptly advising the Party Committee to issue many documents directing and orienting ideological work in the new situation.
The work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints is increasingly effective with a drastic, methodical, unified, synchronous, and comprehensive approach, harmoniously combining "building" and "fighting". The work of "covering positive information" to propagate and orient information is increasingly effective.
Promoting the power of propaganda work, the propaganda system from the province to the grassroots has skillfully combined many forms such as oral propaganda, agitation, visual, radio, television, printed newspapers, electronic newspapers, organizing cultural and artistic activities, competitions... Propaganda content is concise, easy to remember, easy to understand, easy to implement, enhancing persuasiveness and creating great spread in society.

Discussing at the conference, delegates focused on analyzing, evaluating and clarifying the results achieved by the Thanh Hoa Propaganda sector in 2024. At the same time, they pointed out the remaining limitations in performing tasks; subjective and objective causes and proposed major and key solutions for localities and units to successfully implement the goals and tasks of the entire sector in 2025.
Implement all aspects of work seriously, effectively and comprehensively

Speaking at the conference, Provincial Party Secretary Nguyen Doan Anh emphasized five outstanding and important results that the propaganda system from the province to the grassroots level achieved in 2024. Acknowledging and praising the achievements, he hoped that the Propaganda sector would continue to strive, overcome all difficulties, and better complete the assigned tasks in the coming time.
Provincial Party Secretary Nguyen Doan Anh emphasized: 2025 plays a particularly important role, being the year to reach the goals of the 19th Provincial Party Congress; the year to organize Party Congresses at all levels for the 2020-2025 term. To contribute to the successful implementation of the province's important political tasks, the Propaganda sector needs to seriously, effectively and comprehensively implement all aspects of work. In particular, focusing on improving the quality of political theory education, overcoming formalities and coping in implementation. Focusing on theoretical research and summarizing practices, paying attention to discovering new points in social life, especially at the grassroots level to provide scientific arguments and theoretical bases for the leadership process, directing the implementation of political tasks in localities and planning leadership policies and viewpoints for the 2025-2030 term.
Along with that, it is necessary to innovate the content and methods, improve the quality of orientation work, political and ideological education in press, publishing, culture, arts, science and education activities; promote propaganda work in all fields, paving the way for the Party's guidelines and policies, the State's policies and laws to enter life.
The Propaganda Department needs to advise on better implementation of Party building work in terms of politics and ideology, identifying this as the soul of all work, not only serving immediate tasks but also for fundamental, long-term purposes. Strengthen propaganda, improve the effectiveness of studying and following Ho Chi Minh's ideology, morality and style according to Conclusion No. 01-KL/TW of the Politburo, associated with Party building and rectification work, ensuring innovation, in depth, substance and close to reality. Focus on doing well the work of discovering, praising, rewarding and replicating advanced models; promote the creation and promotion of literary and artistic works, journalism and publishing on the theme of studying and following Uncle Ho.
To strengthen the trust of cadres, party members and people in the Party and the State, Provincial Party Secretary Nguyen Doan Anh suggested that the propaganda system should proactively advise Steering Committee 35 at all levels to strengthen the work of protecting the Party's ideological foundation and combating and refuting erroneous and hostile viewpoints. Grasp the ideological situation and public opinion, improve forecasting capacity, help Party committees direct and effectively and thoroughly resolve urgent and prominent issues; provide information and timely orient new and sensitive issues that arise that public opinion is concerned about. Innovate and improve the sharpness in the work of fighting against bad and toxic information, erroneous and hostile viewpoints, distorted and reactionary arguments, especially in cyberspace.
To successfully organize the Party Congresses at all levels for the 2025-2030 term, the Propaganda Department at all levels needs to closely coordinate with functional agencies to advise the Party Committees to summarize the implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term, and actively participate in drafting documents to submit to the Party Congresses at all levels for the 2025-2030 term. Advise and guide the effective implementation of information, press, and propaganda work before, during, and after the congress, focusing on major and key topics from now until the 14th National Congress of the Party.
To effectively carry out the revolution of streamlining the apparatus, the Provincial Party Secretary requested the Propaganda Department to advise on doing well the political and ideological work, propaganda orientation, creating high unity in the entire political system, consensus among the people on policies, requirements, and tasks of arranging and streamlining the apparatus organization in the spirit of Resolution No. 18-NQ/TW of the Party Central Committee.
Continue to innovate and improve the quality and effectiveness of the propaganda system at all levels, focusing on the grassroots, closely following reality, and expanding dialogue with the people. Strengthen training, fostering, and improving professional qualifications, building a team of propaganda cadres who are well-versed in theory, steadfast in expertise, proficient in their work, have political sensitivity and courage, and have a democratic, scientific, and effective working style, meeting the requirements of the tasks in the new situation. Propaganda cadres must be able to speak, act, and persuade, and must be the core force in the fight against the destructive and distorted arguments of hostile forces and protect the Party's ideological foundation.
Spread the political contest to protect the Party's ideological foundation
At the conference, the Organizing Committee of the contest summarized and awarded the prizes for the 2024 Provincial Political Essay Contest on Protecting the Party's Ideological Foundation. After 9 months of launching, the contest has spread widely, attracting 21,081 entries. The number of entries sent to the Provincial Organizing Committee of the contest is 1,418. After marking and evaluating, the Provincial Organizing Committee selected 48 entries to participate in the 4th Central Political Essay Contest on Protecting the Party's Ideological Foundation in 2024.
The Organizing Committee of the provincial competition also selected, judged and decided to award prizes to 8 collectives and 22 winning works of the Political Contest on protecting the Party's ideological foundation in Thanh Hoa province in 2024.
Specifically, for individual awards, the Organizing Committee of the contest awarded 11 prizes for works in the magazine category, including: 1 A prize, 2 B prizes, 3 C prizes, 5 consolation prizes. 11 prizes for works in the newspaper, radio, television, and video clip categories, including: 1 A prize, 2 B prizes, 3 C prizes, and 5 consolation prizes.
For the collective award, the Organizing Committee held a competition to reward 8 collectives with outstanding achievements in directing and organizing the competition, including: 1 first prize, 2 second prizes and 5 third prizes.
The success of the contest is not only reflected in the fact that many social classes responded and many works participated, but also through the contest, it contributed to widely propagating and raising awareness of cadres, party members, civil servants, public employees and people of all walks of life about the work of protecting the Party's ideological foundation, fighting against erroneous and hostile views in the new situation, contributing to stabilizing the situation, protecting the Party and protecting the State.
