As a provincial capital, commercial activities in Thanh Hoa City are always bustling. Therefore, smuggling, trade fraud and counterfeit goods in the city always have potential complications. The situation is emerging that some organizations and individuals do not ensure food hygiene and safety, poor quality goods, counterfeit goods of registered intellectual property brands; activities of transporting, storing and illegally trading in prohibited goods and smuggled goods. More notably, the crime of producing and trading in prohibited goods such as firecrackers in the city tends to increase at the end of the year. This is clearly seen through the peak period of anti-smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of Giap Thin 2024 by the functional forces of Thanh Hoa City. Specifically, Market Management Team No. 1 - Standing Agency of Steering Committee 389 of Thanh Hoa City and functional forces inspected, detected and handled 32 violations of prices, food safety, counterfeit goods and smuggled goods with a total administrative fine of more than 475 million VND. Of which, the City Police arrested 1 case related to the production and trade of counterfeit fireworks of the Ministry of National Defense.

To proactively control the market, ensure smooth circulation of goods, protect the interests of organizations, individuals producing and trading legitimately and consumers, the City Steering Committee 389 has issued a plan to combat smuggling, trade fraud, and counterfeit goods before, during and after the Lunar New Year 2025 in the city. The peak period will take place from December 5, 2024 to March 1, 2025.

As the main force, Market Management Team No. 1 has proactively advised the City Steering Committee 389 to establish an interdisciplinary inspection team to deploy the fight against smuggling, trade fraud and counterfeit goods. At the same time, coordinate with relevant functional forces to develop plans to destroy gathering places, trading in smuggled goods, counterfeit goods, banned goods, poor quality goods, goods with fraudulent origin and acts of violating food safety and intellectual property rights. In addition, Market Management Team No. 1 has increased its forces to closely monitor the area, inspect, detect and handle violations of price listing, speculation, unreasonable price increases of essential goods and advertising and labeling that lack transparency, are not true to the nature of the goods to deceive consumers.

In parallel with the market inspection and control work, Market Management Team No. 1 also coordinates with the authorities of 34 wards and communes and the management boards of markets in Thanh Hoa City to disseminate and propagate legal regulations in production and business to small traders and the people. Mobilize and organize enterprises, commercial centers, supermarkets, and individuals in production and business to sign a commitment not to trade in smuggled foreign goods, prohibited goods, counterfeit goods, poor quality goods, goods that do not ensure food safety, goods of unknown origin, goods that violate intellectual property rights, and commercial fraud.

Joining the peak period of anti-smuggling, trade fraud, counterfeit goods before, during and after the Lunar New Year, the city's functional forces have proactively grasped market developments, increased inspection, control, arrest and handling of organizations and individuals with signs of violations in transporting and trading in prohibited goods, smuggled goods, trade fraud and counterfeit goods. In particular, measures have been taken to inspect and control acts of taking advantage of e-commerce trading platforms and social networks such as Facebook, Zalo, TikTok to trade in prohibited goods, counterfeit goods, goods of unknown origin, and goods that violate intellectual property rights. The focus of inspection is on items such as firecrackers, fireworks, confectionery, sugar, fruits, alcohol, tobacco, soft drinks, products processed from animals, wild animals, wood, phones, phone components, pharmaceuticals, cosmetics, functional foods, clothes, shoes, handbags, fashion accessories and agricultural supplies... Along with that, the city's functional forces also direct anti-smuggling, trade fraud and counterfeit goods activities to the places where goods are distributed, focusing on many large trading points, such as: Trade centers, supermarkets, wholesale markets, railway stations, warehouses, logistics, bus stations, means of transport on roads, waterways and river ports. Thanh Hoa City's functional forces are determined to strictly handle organizations and individuals who commit acts of smuggling, trade fraud and counterfeit goods according to the provisions of law.
