Strengthen inspection and handling of violations in extra teaching and learning

Thanh Hoa Department of Education and Training requires strengthening management, inspection and handling of violations in the organization and operation of vocational training.

Accordingly, implementing the direction of the Provincial People's Committee on inspecting, reviewing and directing the settlement and handling of violations according to authority, preventing "transformations" in DTHT activities so that DTHT activities in the province are ensured according to the provisions of Circular No. 29/2024/TT-BGDDT and while waiting for the Thanh Hoa Provincial People's Committee to issue regulations on DTHT in the area, the Department of Education and Training of Thanh Hoa requests the People's Committees of districts, towns, cities and affiliated units to seriously implement.

Specifically, for the People's Committees of districts, towns and cities, strengthen responsibility in managing and inspecting DTHT activities in the area, especially DTHT activities at extracurricular teaching facilities; handle or recommend to competent authorities to handle violations.

Direct the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.

Synthesize results or make recommendations to competent authorities to handle violations when violations of DTHT occur in the area and send them to the Department of Education and Training for synthesis and monitoring.

For public units, organize DTHT activities in schools according to regulations in Article 5 of Circular 29/2024/TT-BGDDT.

Managing teachers who are teaching at school when they participate in extra-curricular teaching must ensure compliance with the provisions of Article 14 of the 2010 Law on Civil Servants; Article 3, Article 4, Clause 3, Article 6 of Circular 29/2024/TT-BGDDT and other provisions of law.

Organize teachers who are teaching in school to teach outside of school without collecting money from students that the teacher is assigned by the school to teach according to the school's education plan, commit to strictly implementing the provisions of Circular No. 29/2024/TT-BGDDT and be responsible before the law if any violations occur.

The principal and vice principals are responsible to the Director of the Department for any violations in organizing extracurricular activities in the school and managing teachers who are teaching at the school when they participate in extracurricular activities outside the school.

Synthesize the report on handling results or make recommendations to competent authorities to handle violations of regulations on DTHT to the Department of Education and Training for synthesis and monitoring.
