In order to join the whole country in completing the goal of "removing the yellow card" for the fisheries sector in 2024, along with propaganda and raising awareness of law compliance for fishermen, the authorities at Thanh Hoa fishing ports have increased inspection and control of the number of fishing vessels entering and leaving the port, detecting and strictly handling violations of regulations on combating illegal, unreported, and unregulated (IUU) fishing.

Since the beginning of the year, at Lach Hoi Fishing Port, the Fisheries Inspection and Control Team has drawn up records to transfer to the authorities to handle many cases of violations of regulations on vehicle inspection, journey monitoring equipment and other paperwork.
Mr. Duong Van Nhung, owner of ship TH-91099 in Quang Tien ward (Sam Son city) said: Fishermen and local ship owners are guided by fishing port officials on procedures and documents before going offshore. At the same time, propaganda is carried out so that each fisherman is aware of exploiting the right area and territorial waters, contributing to ensuring marine resources and complying with the Fisheries Law. However, recently, due to the impact of the weather, exploiting offshore areas has been quite difficult, so many large-capacity ships have exploited in the wrong areas to "recover" costs and have been caught and fined by authorities.
In order to strengthen the inspection and supervision of fishing vessels violating regulations, the Thanh Hoa Fishing Port Management Office always maintains staff on duty 24/7. Not only does it guide the ship owners before docking and going offshore, but it also monitors and supervises the compliance with regulations on monitoring the route and fishing areas at sea. Mr. Le Van Han (Fisheries Inspection and Control Team at Lach Hoi Fishing Port, Sam Son City) said: Through monitoring and supervision on the system, we discovered that the main violations were fishing in the wrong area and losing connection to monitoring the route. Accordingly, the staff on duty will contact, grasp the cause and coordinate to strictly handle the violating fishing vessels.
According to statistics from the Department of Agriculture and Rural Development (DARD), as of August 2024, Thanh Hoa has 6,031 fishing vessels. Of which, 1,086 vessels are registered in the offshore area, 709 in the offshore area, and the rest are coastal fishing vessels. Currently, the marking of fishing vessels and the installation of voyage monitoring equipment according to regulations have reached 100%; the number of vessels with valid registration, licenses, and food safety certificates has reached 82% - 93%. Head of Thanh Hoa Fisheries Sub-Department Le Xuan Dong said: In order to carry out tasks and solutions to combat IUU fishing and remove the "yellow card" warning from the European Commission (EC), the provincial Department of Agriculture and Rural Development has publicly posted a list of fishing vessels violating and fishing vessels at high risk of violating IUU. At the same time, it has sent the Directorate of Fisheries, the Department of Agriculture and Rural Development of coastal provinces and cities and related units in the province to coordinate in inspecting, monitoring and strictly handling fishing vessels of the province violating regulations. Based on the published list, the department has advised the province to assign the border guard force to strengthen inspection of fishing vessels before they leave the channel; absolutely do not allow fishing vessels to go to sea to exploit aquatic products when they do not meet the prescribed conditions. The People's Committees of coastal localities are responsible for monitoring and supervising the anchoring positions of fishing vessels on the list of violations and those at high risk of violations, and clearly identifying the causes. At the same time, direct communes, wards and towns to strengthen propaganda measures and guide ship owners to strictly comply with regulations.
Efforts to overcome limitations, strengthen inspection and control of fishing fleets so that fishermen comply with legal regulations in the process of exploiting seafood are not only measures to achieve the goal of removing the EC's "yellow card"; this is also a condition contributing to the effective and sustainable development of Thanh Hoa's seafood industry.
