The dispatch stated: In the past time, under the leadership of the Party, the close supervision of the National Assembly, the drastic participation of the entire political system, the drastic, close and timely direction of the Government and the Prime Minister, and the determined efforts and close coordination of ministries, branches and localities, the socio-economic situation in the first 11 months of 2023 continued to have a positive recovery trend, the macro-economy was stable, inflation was controlled, growth was promoted, major balances of the economy were ensured, national defense and security were maintained, social security and people's lives were ensured. However, the state budget collection work still faced many difficulties and challenges, many branches and localities had low collection progress, especially land use fees, affecting the local budget balance. Although the disbursement progress of development investment expenditure increased compared to the same period, it only reached 65.1% of the plan assigned by the Prime Minister. To date, there are still 21 ministries, central agencies and 23 localities that have not yet allocated in detail the capital plan assigned in 2023. In addition, according to the results of the National Assembly's supervision of the implementation of policies and laws on practicing thrift and combating waste, the conclusions of the State Inspectorate and Audit agencies and through the annual state budget settlement work, it is shown that there are still shortcomings, limitations and waste in state budget expenditures, use of public assets, organization of conferences, seminars, overseas trips... affecting the discipline, state management discipline and the efficiency of using state budget resources.

In the coming time, the world situation is forecasted to continue to develop in a complicated and unpredictable manner, with many factors having an unfavorable impact on our country's economy. In order to improve the effectiveness of state budget revenue and expenditure management and administration in December 2023 and the first months of 2024, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities to focus on implementing the following tasks and solutions:

Continue to remove difficulties for production and business

Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities: Continue to effectively implement tasks and solutions to remove difficulties for production and business, create livelihoods for people, reform administrative procedures, improve the investment and business environment, enhance national competitiveness according to Resolution No. 01/NQ-CP dated January 6, 2023, Resolutions of regular meetings of the Government and directive documents of the Government leaders. Focus on synchronously, promptly and effectively implementing fiscal and monetary policy solutions and other macroeconomic policies to support the economy, resolutely and effectively remove difficulties for businesses and people, control inflation, maintain macroeconomic stability, ensure major balances of the economy; strive to achieve the highest economic growth target in 2023.

Strengthening the management of state budget revenue, striving to further increase state budget revenue: Directing the review of all revenue sources, the amount of tax that is still being extended, firmly grasping the budget payers in the area and field to have appropriate and effective revenue management solutions, exploiting revenue sources with room for growth and potential such as business on digital platforms, e-commerce, entertainment services, food and beverage, gasoline, etc. Focusing on handling and removing difficulties in auctioning, land allocation, and project implementation, to promote land use fee collection to ensure capital for development investment.

Check and control tax declaration and settlement of enterprises, organizations and individuals to ensure correct, sufficient and timely collection of taxes, fees, charges and other revenues to the state budget. Urge collection of extended tax amounts due to be paid to the state budget. Speed ​​up tax refunds, ensuring timeliness, correct subjects and compliance with regulations.

Strengthen tax inspection, check and strictly control tax declaration and refund records, promptly detect and handle tax and invoice fraud; direct departments, branches and sectors to closely coordinate with local tax authorities in revenue management, prevent revenue loss, complete inspections, checks, urge full collection of revenues according to the conclusions of inspections and audits into the state budget, and recover tax debts.

Strengthen the prevention of trade fraud, transfer pricing, import price fraud and cross-border smuggling, especially business activities on digital platforms, real estate transfers, oil and gas smuggling by sea and across borders... Strengthen inspection and supervision of the implementation of regulations on price management, taxes, fees, and price stabilization of raw materials and essential goods for production and people's lives.

Carry out the restructuring of state-owned enterprises, promote the equitization and divestment of state capital in enterprises according to the plan approved by the Prime Minister, but absolutely do not allow negativity or group interests to occur during the restructuring process; accelerate the settlement of equitized enterprises and divestment of state capital in enterprises to collect the state budget. Continue to review and implement measures to reduce fees and input costs for enterprises to improve the efficiency of enterprise operations.

Proactively organize and manage state budget expenditures; increase savings in state budget expenditures, tighten discipline and order, and improve the efficiency of state budget use: Organize and implement state budget expenditures according to assigned estimates, ensure allocation and assignment of estimates to budget-using units and subordinates within the time limit and regulations of the State Budget Law and guiding documents. Review, arrange, and adjust expenditure estimates according to regulations; proactively cut down on unnecessary expenditures; reduce expenditures for organizing conferences, seminars, festivals, domestic business trips, research, and overseas surveys.

Focus on accelerating the implementation and disbursement of public investment capital according to the Government's Resolutions, Directives, Official Dispatches, and directives of the Prime Minister on promoting disbursement of public investment capital, contributing to promoting economic growth.

Continue to review, revise, supplement, promulgate or submit to competent authorities for promulgation of economic-technical regimes, standards, norms, norms for the use of state budget and public assets in accordance with legal provisions and management practices; fully identify regular expenditures in the administrative management expenditure norms of ministries and central agencies, ensuring the requirement of thorough thrift.

Promote the organization and streamline the payroll

Promote the organization arrangement, streamline the payroll, and implement the autonomy mechanism of public service units based on the practical situation of each sector and unit to reduce regular expenditures and restructure the state budget. Develop a plan to increase the level of financial autonomy of public service units according to regulations; promote the participation of social components in the provision of public service, contributing to improving the quality of public service, while reducing pressure on the state budget.

Invest in construction and purchase of public assets in accordance with the regime, standards and norms, ensuring savings. Organize the review and rearrangement of public assets to ensure their proper use, standards and norms according to the prescribed regime and in accordance with the requirements of the task; handle assets no longer in need of use in accordance with the provisions of law, publicly and transparently; resolutely recover assets used for the wrong subjects, for the wrong purposes, exceeding standards and norms; do not let public assets be wasted or lost.

In case the local budget revenue is expected to decrease compared to the 2023 estimate, the provincial People's Committee shall develop a plan to report to the People's Council on a solution: Proactively retain 50% of the local budget reserve estimate to ensure local budget balance; balance local resources to proactively offset the reduction in local budget revenue (financial reserve fund, etc.). After using local resources but still not ensuring compensation for the reduction in revenue, it is necessary to arrange, cut, reduce, and extend spending tasks; in which it is necessary to proactively restructure development investment expenditures of the local budget, especially in cases where land use fee and lottery revenue fluctuate greatly; create resources to balance regular spending tasks, social security policies, and support poverty reduction due to reduced revenue to balance the local budget.

In the process of budget management, in case of temporary shortage of budget funds at all levels, it is necessary to promptly report to the superior level for consideration and handling according to the provisions of Article 58 of the State Budget Law and Clause 1, Article 36 of Decree No. 163/2016/ND-CP of the Government.

The Minister of Finance shall preside over and coordinate with Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and centrally run cities: Continue to operate a reasonable, focused, and effective expansionary fiscal policy, coordinate synchronously, closely, and harmoniously with monetary policy to promote investment, especially non-state investment, promote public investment to serve growth, stabilize the macro-economy, control inflation, and ensure major balances of the economy. Strictly control state budget deficit and public debt within the permitted scope.

Resolutely implement the state budget revenue and expenditure tasks for the remaining period of 2023 and from the first months of 2024; proactively and thoroughly manage the state budget expenditure estimates to save regular expenditures, especially during the Lunar New Year, review and cut down on tasks that are not really necessary or slow to be implemented... to allocate resources for socio-economic recovery and development, prevention and overcoming of consequences of natural disasters, epidemics, climate change, implementation of social security expenditure tasks, ensuring security, national defense and reforming salary and social insurance policies according to regulations.

Promoting the restructuring of state budget expenditures towards sustainability

Continue to promote the restructuring of state budget expenditures towards sustainability, gradually reduce the proportion of regular expenditures associated with innovation in the mechanism of allocating regular expenditures, ensuring expenditures for people, social security, health, environment, national defense, security and the fields of education - training, science - technology... according to the provisions of law; increase the proportion of development investment expenditures and debt repayment in total state budget expenditures and reduce the state budget deficit according to the provisions of Resolution No. 23/2021/QH15 dated July 28, 2021 of the National Assembly.

Focus on directing and closely monitoring price and market fluctuations before, during and after the New Year and the Lunar New Year of Giap Thin in 2024; manage the supply and circulation of goods to meet demand; control prices during Tet; inspect, supervise and strictly handle violations of price laws and other relevant laws.

Continue to direct timely and proper VAT refunds for businesses and people: The Minister of Planning and Investment shall preside over and coordinate with Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to closely monitor, urge, guide, and promptly handle difficulties and problems, speed up the disbursement of public investment capital; strive to complete the set target of public investment disbursement in 2023.

The Prime Minister assigned Deputy Prime Minister Le Minh Khai to directly direct the implementation, urge and handle difficulties in the process of implementing this Official Dispatch.

The Prime Minister called on businesses and people to promote patriotism and responsibility to the people, share and help each other in production and business, save costs, actively pay taxes according to regulations and play a role in supervising the effective implementation of this Official Dispatch.

The Government Office monitors and urges according to assigned functions and tasks, promptly reports to the Prime Minister on arising issues beyond its authority as prescribed.
