However, the situation of fire prevention and fighting and search and rescue work still has many shortcomings, limitations and inadequacies, leading to the slow progress in organizing the correction of shortcomings and violations of fire prevention and fighting in the province, not meeting the set requirements. The risk of fire and explosion in residential areas, households and production facilities in the province regarding fire prevention and fighting still exists, with the possibility of large fires occurring, causing serious damage, especially serious damage to people and property.

In 2023, there were 107 fires in the province (including 67 small fires with insignificant damage), killing 5 people, causing property damage estimated at nearly 6.4 billion VND (4 cases are being counted), and 3 hectares of planted forests. The Fire Police Force mobilized 274 vehicles, 1,679 officers and soldiers to promptly and effectively extinguish 81 fires; on-site forces extinguished 26 fires; guided escapes, and rescued 7 victims of the fire, many properties of businesses and people. According to the assessment of the Provincial Police, there are still many shortcomings in the implementation of other legal regulations affecting fire prevention and fighting and search and rescue work, such as: Many apartment buildings have been put into use, but the handover of facilities, funds, and documents between investors, management boards, and commune-level People's Committees for apartment buildings still has many shortcomings or the handover of assets and funds has not been completed (prolonged disputes have occurred), and responsibility for fire prevention and fighting activities has been pushed aside.

Many public investment projects that have not yet completed construction acceptance have been put into use or have been accepted for construction but have not yet been approved or accepted for fire prevention and fighting, leading to difficulties in overcoming the problem. The current technical infrastructure in power transmission in old residential areas is often used together with telecommunication cables, network cables... many wire systems are no longer in use, degraded, and can easily lead to short circuits and fires. Fire prevention and fighting in residential areas still faces many difficulties and obstacles, and has not yet reached the target of 100% of households being equipped with at least 1 fire extinguisher...

Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the Provincial Police to coordinate with the Provincial People's Committee Office and relevant units to advise on the development and promulgation of the Provincial People's Committee's Fire Prevention and Rescue Work Plan for 2024, in which specific tasks are assigned and targets are assigned to units to achieve the goals and requirements set forth in Directive 01/CT-TTg of the Prime Minister.
Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested departments, branches, and mass organizations to continue to propagate, disseminate, and educate the law and knowledge about fire prevention and fighting and rescue to each residential area, people, and production facility. The Management Board of Nghi Son Economic Zone and the Provincial Industrial Parks and the Provincial Police Department will strengthen inspection and control of fire prevention and fighting at electricity, petroleum, and labor-intensive production and business establishments and factories.
Relevant departments, branches and localities must rectify construction licensing and operating license activities for facilities that fully meet fire prevention and fighting requirements before being granted a license, construction acceptance and operating license. Review construction works and headquarters that have not been handed over or have not been accepted for construction due to failure to comply with fire prevention and fighting regulations in initial construction investment to take remedial measures to ensure compliance with regulations.
Continue to pay attention to and strengthen the direction of fire prevention and fighting and rescue work in residential areas, focusing on propaganda and dissemination of knowledge and skills on fire prevention and escape for all household members, and equipping portable fire extinguishers. In the second quarter of 2023, the Provincial Steering Committee will organize inspections and urge provincial departments, branches, and sectors, People's Committees of districts, towns, and cities to implement Directive 01/CT-TTg of the Prime Minister and Plan 05/KH-UBND of the Provincial People's Committee.
