The Department of Agriculture and Environment is assigned to preside over and coordinate with the People's Committees of districts and towns with forests and forest owners to strictly implement the responsibility for forest fire prevention and fighting. Units must strengthen the urging, inspection and supervision of forest fire prevention and fighting, especially focusing on the motto "prevention is the main thing", fire fighting must be carried out early, from the grassroots. Strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities, using fire to treat vegetation to promptly prevent and strictly handle acts with high risk of causing forest fires.
Forest owners are required to review, update and complete forest fire prevention and fighting plans according to the "four on-site" motto, proactively arrange forces, means, materials and funds to ensure forest fire prevention and fighting in the area, especially in areas at high risk of forest fires.
The province also requires units to closely monitor and supervise, promptly detect fire spots, proactively direct and deploy fire fighting when forest fires occur, focus on evacuation, ensure safety for people's lives and mobilize forces to participate in controlling and extinguishing forest fires in the shortest time.
When a forest fire occurs, the authorities will coordinate to investigate, determine the cause and strictly handle those who intentionally violate the law on forest fire prevention and fighting. Units also need to regularly monitor forest fire warning information on the early warning system of the Forest Protection Department and promptly inform the Forest Protection Department to coordinate direction and mobilize forest fire fighting forces when necessary.
Provincial departments, branches and sectors continue to perform the tasks requested by the Provincial People's Committee, and coordinate with the Department of Agriculture and Environment, People's Committees of districts and towns with forests to carry out forest fire prevention and fighting in the province.
