The seventh session of the 17th Provincial People's Council is a very important session and was held right after the Provincial Party Executive Committee made a mid-term review; it can be joyfully affirmed that, after 3 years of organizing and implementing the Resolution of the 20th Provincial Party Congress, although there are still many difficulties, complexities, unpredictability, unprecedented, beyond the ability to forecast, seriously affecting all aspects of economic and social life, the Party Committee, government, people and business community in the province have promoted the highest spirit of solidarity, joining hands to overcome difficulties, determined and made efforts to implement political tasks. The Executive Committee, the Standing Committee of the Provincial Party Committee, Party committees and authorities at all levels have been united, unified, consistent and persistent in implementing tasks and solutions to achieve the goals set out in the Resolution of the 20th Provincial Party Congress, term 2020 - 2025. After 3 years of implementing the Resolution of the Congress, outstanding results have been achieved in various fields: the average economic growth rate in the period of 2021 - 2023 is estimated at 8.56%/year, much higher than the national average; the economic structure and labor structure have shifted positively; Thai Binh Economic Zone has been formed and quickly affirmed its role as a key point and driving force for economic development, contributing to strongly attracting foreign investment; investment promotion activities, attracting investment in the Economic Zone and industrial parks and clusters have been promoted, with many innovations and high efficiency; the rural economy has initially shifted to diversifying industries, producing high-value, high-quality agricultural commodities; urban planning and embellishment work has had many strong changes. The socio-economic development results achieved in the mid-term are the premise and important foundation for our province to continue its development momentum to fulfill the goals and tasks set out in the Resolution of the 20th Provincial Party Congress, term 2020 - 2025.
In 2023, in the context of general difficulties of the whole country and being adversely affected by many objective factors, the province's economy still maintained its growth rate at a fairly high rate of 7.37%, higher than the national average (5%); although budget revenue (domestic), although affected by the implementation of the deferral policy and the operations of enterprises, especially large enterprises, facing many difficulties, still ensured revenue of over 10,000 billion VND; the total registered investment capital of projects reached nearly 90,000 billion VND, more than 4 times higher than the same period in 2022, of which the capital of FDI projects reached over 3 billion USD, the highest ever. Disbursement of public investment capital continued to be among the top in the country, reaching 128% of the capital plan assigned by the Prime Minister. The work of planning and management, urban embellishment and development was directed with attention and achieved positive results; has completed a number of important projects contributing to changing the urban appearance and improving the spiritual life of people in the city (Ky Ba park, Ty Ruou lake, removing bottlenecks on Ngo Quyen street, some inner-city roads, lighting systems, trees...). Nearly 30 housing development projects with a capital of over 20,000 billion VND have been selected and implemented. The work of building new rural areas continues to be focused on ensuring substance and effectiveness. In 2023, 10 more communes were recognized, bringing the total number of communes recognized as meeting advanced new rural standards to 34 communes to date, including 1 model new rural commune, An Thai commune, Quynh Phu. The cultural and social fields were directed comprehensively and in depth, in accordance with actual conditions, well meeting the requirements of economic development tasks and serving people's lives. Notably, the cultural exchange program - connecting Vietnamese - Korean enterprises took place successfully, leaving a very good impression on the people and Korean partners. Local defense and military work was strengthened. Political security and social order and safety in the province were maintained. The above results were achieved due to:
(1) Right from the beginning of the year, the Provincial Party Committee, People's Council and People's Committee anticipated the situation and difficulties arising in implementing the socio-economic development tasks of 2023, so they focused resources and were determined in leading and directing the implementation of tasks.
Provincial leaders, the Provincial Party Secretary, members of the Provincial Party Standing Committee, the Provincial People's Council and the Provincial People's Committee have actively directed and worked with the Central Government and investors to remove difficulties and obstacles and prepare necessary conditions to implement a number of important driving force projects such as: Ninh Binh - Hai Phong Expressway Project (CT.08), coastal road project, LNG power project, procedures for establishing Tan Truong Industrial Park, Hai Long Industrial Park, Provincial Planning, industrial land quotas...
Successfully organized many events and forums to expand foreign relations and international economic cooperation, attracting investment. Participated in working delegations with Party and State leaders, directly led delegations to promote investment in many countries, thereby enhancing the position, image, promoting and attracting investment to the province.
(2) The Provincial People's Committee has focused on reviewing and promptly handling difficulties and obstacles, resolving "bottlenecks" to unblock resources, exploit potential areas and promote the development of sectors and fields; promptly recommending and proposing to the National Assembly, the Government and central ministries and branches to remove obstacles beyond their authority to speed up the implementation of important investment projects of the province.
Establish a special working group headed by the Chairman of the People's Committee to remove difficulties and obstacles, effectively support enterprises, investors, and investment projects in the province; establish 3 working groups headed by 3 Vice Chairmen of the People's Committee to direct the resolution of outstanding and difficult tasks. Organize a working delegation of the province to work with districts on the socio-economic development situation, public investment disbursement and remove difficulties and obstacles in production and business. Organize conferences to remove difficulties and obstacles in investment, production and business of enterprises. Received 350 petitions from agencies and enterprises; directly resolved 139 petitions and recommendations at working sessions; departments and branches resolved 170 petitions and recommendations; the remaining 41 petitions are being resolved by departments and branches; In the coming time, the Provincial People's Committee will continue to direct to thoroughly resolve the recommendations and proposals of agencies and enterprises.
(3) In the process of performing its tasks, the Provincial People's Committee strictly complied with and implemented the leadership and direction of the Government, the Prime Minister, the Provincial Party Committee, the Provincial People's Council; and the active and effective coordination of the Vietnam Fatherland Front and organizations in the political system. The direction and operation work was ensured to be timely and effective to solve practical problems. In addition, many departments, branches and localities have been proactive and flexible in advising and organizing the implementation of tasks; the coordination between departments, branches and districts and cities has improved.
(4) Identifying ensuring political security and social order and safety as important tasks, as a premise and condition for implementing socio-economic development tasks; based on the developments of the situation and the direction of the Provincial Party Committee, the Provincial People's Committee has focused on leading and directing the resolution of complicated cases that are at risk of becoming "hot spots", thereby maintaining political security and social order and safety, creating high consensus and unity among the people; the work of receiving citizens and resolving complaints and denunciations has received attention and focus; a number of prolonged and complicated complaints and denunciations have been resolved.
However, in addition to the above achievements, through the implementation of the socio-economic development tasks in 2023, the Provincial People's Committee found that there are still some shortcomings and limitations as stated in the report of the Provincial People's Committee presented at the meeting and the discussion opinions of the Provincial People's Council delegates. On behalf of the Provincial People's Committee, I would like to seriously accept and will focus on directing and having specific and effective solutions to overcome the above limitations and shortcomings in the coming time.

At this session, the Provincial People's Committee presented 13 reports, 12 proposals and many other important contents. The Provincial People's Council delegates discussed very carefully and especially emphasized the goals, tasks and solutions for socio-economic development in 2024. After the resolutions at the session were passed, the Provincial People's Committee will focus on implementing them with specific solutions to effectively organize and strive to complete the targets, goals and tasks approved by the Provincial People's Council Resolution at the session. Also at the session, the Provincial People's Council organized a vote of confidence for the positions elected by the Provincial People's Council. On behalf of the Provincial People's Committee, I would like to sincerely thank the Provincial People's Council delegates for their supervision, trust, confidence and their votes showing their level of confidence in the leaders and members of the Provincial People's Committee. The Provincial People's Committee, leaders and members of the Provincial People's Committee determined that the results of the trust level are the basis for self-examination, self-correction and finding solutions to overcome shortcomings and limitations, striving to better fulfill tasks in the coming time to be worthy of the trust and confidence of the Provincial People's Council delegates.

In 2024, according to the forecast of the world and domestic context, there will continue to be new opportunities, opportunities and difficulties and challenges. The economy will continue to face many difficulties and challenges. However, with the existing potential and advantages, with the determination, desire and aspiration to develop the province, the Provincial People's Committee discussed and proposed to the Provincial People's Council to agree on a growth target of 8.5 - 9%.
To successfully implement the set goals and tasks, it is required that heads of departments, branches, sectors, and chairmen of district and city People's Committees have high political determination, act decisively, proactively, flexibly, and creatively in leadership, direction, and organization of implementation, in which it is necessary to first focus on implementing the following tasks:
Firstly , thoroughly and effectively implement the tasks and solutions according to the resolutions and directions of the Government, the Prime Minister, the central ministries, branches, and sectors, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2024; especially the conclusions and results at the mid-term review conference of the Provincial Party Committee, Conclusion No. 256-KL/TU, dated November 30, 2023 of the Provincial Party Committee conference on the results of implementing political tasks in 2023, goals, tasks, and main solutions in 2024, and the direction of the Provincial Party Committee Secretary at this session.
Second , immediately after the Provincial People's Council meeting, on the basis of the socio-economic development targets approved by the Provincial People's Council, departments, branches, units and localities proactively develop programs and work plans for 2024 to ensure that they are consistent with their targets and tasks and must be linked to the goals and tasks of the entire term. On that basis, there will be a specific implementation roadmap, ensuring feasibility, close to the practical situation, taking advantage of opportunities, promoting all potentials, internal strengths and demonstrating the highest determination, making worthy contributions to the process of implementing the province's overall development goals.
Third , the heads of agencies, units and localities must strengthen the dissemination, promote discipline and order in leadership, management and awareness of compliance and performance of public duties, demonstrate high determination in implementing the theme of 2024 "Responsibility, discipline, strengthening reform, seizing opportunities, breaking through to move forward"... There are more practical and effective solutions to improve the situation of officials and civil servants working without a sense of responsibility, pushing, avoiding, hesitating, and being confused in advising and organizing implementation at a number of departments, branches, localities and units, especially with difficult and complicated tasks. Focus on correcting limitations and weaknesses to improve the effectiveness of state management, especially in the fields of natural resources and environment, construction, land...
Fourthly , in each specific field, require heads of departments, branches, and sectors, and chairmen of district and city People's Committees to perform well the tasks as reported to the Provincial People's Committee and the Resolution of the Provincial People's Council, focusing on the following tasks:
Continue to strongly and synchronously implement solutions to restructure and develop the agricultural sector towards increasing added value and sustainable development. Accelerate the process of mechanization and modernization from production to processing and consumption of products. Effectively implement production models, mechanisms and policies on agriculture. Continue to thoroughly grasp and effectively implement Resolution No. 01-NQ/TU of the Provincial Party Committee on continuing to promote new rural construction, focusing on building advanced new rural areas and model new rural areas; specialized programs under the National Target Program on new rural construction.
Promote sustainable industrial production development, improve efficiency and competitiveness of enterprises. Accelerate the process of product restructuring; selectively develop a number of industries with high science and technology content and added value; maximize the province's strengths to rapidly develop key industries with competitive advantages such as mechanical industry, renewable energy, new energy, supporting industry, electronic equipment, telecommunications, information technology. Strive to start construction of VSIP industrial park in early 2024; complete investment procedures, strive to grant investment certificates for LNG thermal power project in December 2023 and start construction of the project in mid-2025. Step up monitoring, urging, and supporting investment projects to complete and put into operation soon. Accelerate the progress of investment and construction of key power source and grid projects and solutions to promote the development of industrial parks and clusters. Direct drastic and timely solutions to remove difficulties in production and business, especially for large enterprises and investment projects to build infrastructure in industrial parks and clusters. Strengthen inspection and supervision of investment, construction and operation in industrial clusters.
Continue to promote reform of investment processes and procedures, business registration to ensure publicity, transparency, and create favorable conditions for investors, especially investment, land, and construction procedures. Implement solutions to improve the provincial competitiveness index PCI; the operational efficiency of business support working groups, provincial Public Administration Service Centers, and district-level receiving and returning results departments.
Strengthen management, improve the quality of preparation and appraisal of construction planning projects, urban development, residential housing and management of construction quality and construction materials. Speed up the implementation of the Master Plan for Thai Binh City Construction, projects for developing commercial housing, model new rural residential areas, social housing for low-income people and workers; promptly remove difficulties and obstacles to ensure the achievement of urbanization goals. Focus on urban embellishment, focus on building Thai Binh City according to the criteria of a type I urban area and some type IV, type V urban areas, urban areas serving Thai Binh Economic Zone. Strive to allocate land and start construction of urban areas along Tra Ly River in Thai Binh City in the second quarter of 2024.
Resolutely direct the disbursement of public investment plans, strive to disburse 100% of the annual capital plan, closely monitor the disbursement situation of each project, promptly adjust the capital plan accordingly. Review and evaluate the implementation of the 2021-2025 medium-term public investment plan and develop a plan to adjust and supplement medium-term public investment capital for a number of key and urgent projects. Strengthen discipline in the management and use of public investment capital; thoroughly overcome the situation of outstanding debts in basic construction. Increase investment in the construction of socio-economic infrastructure, especially connecting traffic infrastructure. Speed up the implementation of key projects and works; complete the procedures for approving the pre-feasibility study report of the CT.08 expressway project and implement the following procedures; continue to review and handle difficulties in the implementation of BT and BOT projects. Complete procedures to adjust investment policies for a number of transport projects to continue implementation (Thai Binh city road to Con Vanh, main roads in the Economic Zone); focus on removing obstacles of BOT projects (coastal road, road from Thai Binh city to Cau Nghin...).
Promote the development of trade and services in a civilized and modern direction; increase investment attraction to build trade infrastructure; promote strong development of the domestic market, expand international markets. Promote the implementation of the project on exporting goods, industrial and trade promotion programs; strengthen trade promotion activities, support businesses in finding markets, consuming products, focusing on developing the rice market and key, typical products of the province on the basis of consolidating and developing traditional markets and exploiting new export markets, markets of countries that have signed Free Trade Agreements (FTA). Promote support for the application of e-commerce; expand consumption of domestic goods, especially OCOP products of the province. Strengthen market management, transportation activities, anti-smuggling, trade fraud, ensuring consumer rights.
Focus on developing tourism associated with promoting traditional cultural values, developing sustainable eco-tourism; enhancing promotion and introduction on cyberspace, investment promotion activities for tourism development, maximizing the tourism potential of the province, creating diverse, high-quality tourism products with the unique identity of Thai Binh.
Strictly, effectively and flexibly manage financial and budgetary tasks. Strictly manage and strive to increase revenue, prevent revenue loss, tax arrears, transfer pricing, tax evasion and trade fraud. Promote the application of information technology in tax management. Pay attention to implementing solutions to support businesses and taxpayers, promote investment activities, develop production and business. Strictly control expenditure estimates, strictly implement regulations on practicing thrift and reducing regular expenditures, ensure budget balance and resources to implement social security policies and important political tasks of the locality. Strengthen discipline and order in the management and use of public investment capital and public assets; do not allow outstanding debts to arise in basic construction.
Focus on accelerating the progress of site clearance and investment in infrastructure construction of industrial zones and clusters, connecting traffic routes, especially for key projects and works. Promote investment promotion activities, especially attracting investment in Economic Zones and industrial zones and clusters; prioritize attracting and continuing to invite large, branded and reputable investors; pay attention to and closely follow up with potential investors who have come to work with the province. Continue to remove difficulties and accelerate the progress of investment projects using non-budgetary capital. Focus on directing the removal of difficulties and obstacles for investors to implement investment projects; prioritize and encourage large-scale projects, advanced technology, high added value, contributing much to the state budget. Accelerate the progress of investment in technical infrastructure of Hai Long Industrial Park; Complete procedures for establishing a pharmaceutical-biological industrial park and coordinate with the Ministry of Health and the National Steering Committee for Pharmaceutical Industry Development to develop mechanisms and policies to attract investment in pharmaceutical-biological industrial parks.
Strengthening state management of natural resources and environmental protection, especially land resources. Continuing to resolutely direct and resolve difficulties and obstacles in land allocation, land leasing, site clearance and auctioning of sand mining rights... Carrying out well the inspection and examination of land and environmental management and use. Effectively overcoming air and water pollution caused by domestic waste in rural areas, craft villages and concentrated livestock areas; strictly controlling sources of pollution, minimizing emissions from industrial parks and clusters.
Continue to focus on comprehensive development and improve the quality of education, training, science and technology, culture, physical education, sports, healthcare, labor and employment, ensure social security, and improve the material and spiritual life of the people.
Effectively implement the innovation of educational programs, contents and methods at all levels; improve the quality of comprehensive education. Strengthen the conditions to ensure the effective implementation of the 2018 general education program, digital transformation and application of information technology in education and training; improve the quality of compilation and appraisal of local educational materials; teaching and learning foreign languages.
Improve the quality of information, propaganda, and dissemination of mechanisms, policies, and laws on science and technology; effective science and technology models; Thai Binh technology and equipment trading floor. Effectively implement the science and technology development project and mechanisms and policies to support the development of science, technology, and innovation.
Improve the quality of health care and protection for the people. Proactively implement measures to prevent and control epidemics. Strengthen state management of food safety and hygiene, medical examination and treatment activities, and medical and pharmaceutical practice. Invest in upgrading medical facilities; improve medical examination and treatment capacity, especially at health stations and lower-level hospitals. Speed up the bidding process for the purchase of drugs, chemicals, and medical supplies to serve medical examination and treatment for the people; ensure adequate supply of drugs and supplies for people when they come for medical examination and treatment.
