Restructuring industries is one of the key tasks that Son La province focuses on directing and implementing, contributing to renewing the growth model, improving quality, labor productivity, and competitiveness of the economy.

Specialization and modernization of industrial production

Ms. Pham Thi Doan, Director of the Department of Industry and Trade, said: The Department has advised the province on the orientation of restructuring the province's industrial sectors by 2020, with a vision to 2030, focusing on strengthening the role of the State management of the sector; reviewing and proposing amendments and supplements to policies and mechanisms, reforming administrative procedures in the direction of creating favorable conditions, removing difficulties and barriers for business development, creating incentives to encourage all economic sectors to participate in investment and development of the sector. Reviewing investment projects under the scope of management; strictly controlling the scope and scale of each investment project in accordance with the approved objectives, fields and programs. Strengthening the authority and capacity of the monitoring system for public investment, enhancing compliance with laws, policies and mechanisms, enhancing the responsibility for inspection, examination and supervision in public investment.

Son La province aims to improve efficiency, production capacity and competitiveness of industrial enterprises in the industry through reorganizing production and business. Pay attention to implementing mechanisms and policies to encourage enterprises to invest in development; strongly apply modern technology in production; promote production of products from new technology, increase the value of industrial products. Train and develop high-quality human resources. Apply quality standards and environmental standards. Do not approve investment projects with outdated technology, inefficient use of resources and energy, and environmental pollution.

In recent years, the province's industrial production structure has shifted towards specialization and modernization, gradually shifting from raw processing to deep processing, increasing the added value of products. Promoting the development of processing and manufacturing industries, reducing the proportion of mining industries to restructure the industry towards the goal of sustainable development. Focusing on expanding and improving production capacity, product quality, applying science and technology - high technology to existing facilities, developing strong brands, meeting export standards. Typical examples include: In-depth investment to increase the capacity of Moc Chau milk factory (processing sterilized fresh milk 100 tons/day, producing yogurt with a capacity of 30 tons/day...); upgrading Mai Son sugar processing factory with a capacity of 5,000 tons of sugarcane/day; expanding and developing an additional BHL cassava starch processing factory in Mai Son, with a processing capacity of 300 tons of starch/day...

According to Mr. Vu Viet Thang, Director of Phuc Sinh Son La Coffee Joint Stock Company, the investment environment in Son La is open, the province has arranged it in a planning area with favorable traffic, electricity and water supply systems, and handed over more than 18 hectares of land. The company has put the factory into operation with a total investment of 100 billion VND, double the initial investment commitment, specializing in deep processing of coffee, bringing Son La coffee products to export to markets in Europe and the US.

Infrastructure of Mai Son Industrial Park, industrial clusters in Moc Chau, Phu Yen are gradually being invested and completed. The province is researching to develop another industrial park in Van Ho, industrial clusters in the City, Thuan Chau, Quynh Nhai. Focus on promoting investment attraction to develop the processing industry towards deep processing, diversifying the types, quantity, and designs of products, and improving quality to serve exports, contributing to improving the quality and value of products, creating jobs and increasing income for local workers. The agricultural processing industry has grown rapidly over the years, the proportion of agricultural processing industry in the processing and manufacturing industry increased from 68% in 2018 to 73% in 2022, mainly processing products from: Coffee, longan, mango, plum, banana, passion fruit, pineapple, hawthorn, tea.

Developing the electricity industry according to appropriate planning, ensuring socio-economic development benefits for the environment and people. Up to now, the province's power grid system has 1 500 kV transformer station, 2 220 kV transformer stations, 34 110 kV transformer stations and about 262.5 km of 500 kV lines, 236.18 km of 220 kV lines, 368 km of 110 kV lines, 5,440 km of medium voltage lines. In the province, there are 60 hydropower plants operating to generate electricity, including 3 large hydropower plants: Son La Hydropower Plant, Nam Chien I Hydropower Plant, Huoi Quang Hydropower Plant and 57 small hydropower plants with a total installed capacity of 3,790.5 MW. Effectively implementing many rural electricity investment programs and projects, providing electricity to about 34,000 households, increasing the percentage of households using electricity from 96.0% in 2018 to 98.8% in 2022.

Towards sustainable and effective development

However, the province's industrial production has not met the development requirements, the competitiveness of products is low, the processing industry has not developed commensurate with its potential, especially the processing industry of agricultural and forestry products; some processed industrial products are consumed slowly; the export of agricultural products through official channels still faces difficulties, and still depends on enterprises collecting and exporting outside the province. Industrial zones and clusters have been formed, but infrastructure investment is not yet synchronous.

Overcoming limitations and promoting potential advantages, by 2030, Son La province will restructure its industries towards modernization, increasing the content of science and technology, intelligence and added value of products. Building Son La into an agricultural processing center of the Northwest region. Prioritizing the development of high-tech industry, environmentally friendly biotechnology; deep processing industry of agricultural, forestry, aquatic products and medicinal materials meeting export standards; clean energy industry, renewable energy, especially wind energy, solar energy; textile and footwear industry prioritizes development in stages that create high added value associated with smart and automated production processes.

Promote the attraction of domestic investment and foreign direct investment (FDI), especially in the fields of processing industry, electronics, renewable energy, prioritizing projects using "high, new, clean, economical" technology, using many raw materials of the province, domestic accessories, using many local workers, having commitments to transfer technology, training human resources on-site, joint ventures, production linkages with enterprises and cooperatives. Mobilize resources to invest in infrastructure of existing industrial parks and clusters, and at the same time develop industrial clusters in Thuan Chau, City, Quynh Nhai, Van Ho industrial park to attract investment in supporting industrial factories, electronic components, high-tech industry, etc.

Develop the electricity and hydropower industry; promote the attraction of investors in the small hydropower and wind power sectors. Continue to invest in medium and low voltage grids to supply the national grid to households, especially households in villages without electricity, striving for the rate of households using the national grid to reach 99%. Encourage the development of occupations and build models of some craft villages producing small-scale handicrafts on a group of households scale, focusing on the production of consumer goods; support the construction of small-scale handicraft production facilities associated with agriculture and rural areas; select products and capable enterprises to link production and consumption of products.
