Land clearance problems have affected the progress of the DT295 upgrade project (from the foot of the overpass at the intersection with QL18 to DT285B according to the planning), Yen Phong district, Bac Ninh province.
The investment project to build, renovate and upgrade DT295 (the section from the foot of the overpass at the intersection with QL18 to DT285B according to the plan) plays a role in connecting with key traffic routes in the province, improving and completing the urban traffic system of Yen Phong district, Bac Ninh province.
However, after more than 1 year of construction, the biggest obstacle is still site clearance, affecting the project's progress.
The "rice and bean" land is affecting the progress of the project to upgrade DT295 (the section from the foot of the overpass at the intersection with QL18 to DT285B according to the planning), Yen Phong district, Bac Ninh province.
According to the approval decision, this is a key project of group C, a level II traffic project, with a length of 1,500m, invested by the Yen Phong District Construction Project Management Board.
The project has a scale of investment in construction and expansion of the existing asphalt concrete road surface (average width 10.5m) according to urban road standards.
The road cross-section after expansion is 22.5m; the median strip is 0.75m wide (using a soft median strip); sidewalks and trees are according to the actual status of the project; drainage system, technical system and traffic safety are guaranteed to be synchronous.
The project started in June 2023. Currently, on the left side of the route, 1,200m of construction has been completed, up to the C19 medium-grain asphalt paving item. On the right side of the route, 900m of construction has been completed, up to the C19 medium-grain asphalt paving item.
Mr. Nguyen The Lam, a technical officer of Viet Duc Construction Company (LLC), said that identifying this as a key project of the locality, the unit prioritized financial resources, focused on equipment to speed up construction progress and achieved a fairly large volume of completion.
However, due to the specific nature of the project, which is both upgrading, renovating and exploiting the current status, and this is a central route, connecting to Tu Son city, Yen Phong II - C industrial park, Bac Giang province, most of the households on the road do business and trade; the traffic density is high, affecting the construction progress.
In addition, the work of clearing and handing over the site, moving power and telecommunication lines to widen the road and make sidewalks is still facing difficulties. Due to the slow handover of the site, the construction time is prolonged, leading to the price of materials being inflated.
From there, Viet Duc Construction Company also requested the investor to urgently clear the site continuously so that the contractor can have a convenient site for implementation.
It is necessary to remove land clearance obstacles so that the project to upgrade DT295 (the section from the foot of the overpass at the intersection with QL18 to DT285B according to the plan) can soon reach the finish line.
"With the motto "wherever the site is handed over, work quickly and neatly, creating convenience for the people", the contractor gathered construction materials at the construction site; stretched ropes, placed signs and warning lights at the construction site and organized overtime in the evening to make up for the affected time.
"Coordinate with contractors, investors, and supervision consultants to regularly hold site meetings to promptly resolve difficulties and problems, as well as propose effective construction solutions based on the current status of the site," said Mr. Lam.
Regarding the difficulties in site clearance, Mr. Nguyen Van Tuong, Project Director (under the Management Board of Construction Projects of Yen Phong District) said that the investor and related units have completed the technical infrastructure.
Regarding the land area, there are still 22 households that have not handed over the land. The local government, investors and related units have been propagating and mobilizing. The District People's Committee assigned the Inspectorate to resolve the petitions of the households.
While waiting for verification and resolution, the investor requested the contractor to focus on constructing the areas handed over according to the "rolling" plan, not spreading out to affect the daily life and business of households and traffic activities.
