Quickly put policy into practice
With positive results in socio-economic development in 2024, many delegates expressed their excitement when many targets exceeded the set plan. Hai Duong people have benefited from many unique social security policies of the province.
Many delegates emphasized that since the beginning of the term until now and in 2024, the People's Council of Hai Duong province has issued many social security policies, devoting large resources of the province to improve people's lives, especially the disadvantaged.
However, some provincial People's Council delegates proposed more effective and faster implementation of issued policies.
Deputy Nguyen Thi Thanh Thuy (Chi Linh City) requested the province to soon provide guidance and have a funding mechanism to measure and carry out procedures to issue and exchange land use right certificates for households donating land.
Delegate Doan Dinh Tuyen, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Cam Giang District, said that although the Provincial People's Council has issued a policy to support people who donate land to reissue 'red books', in reality, Cam Giang District has not had any households granted new 'red books' under this policy. This is also the current situation in many localities in the province.
Receiving this feedback, Director of the Department of Natural Resources and Environment Duong Van Xuyen said that the department will review and soon have instructions for implementation, measurement, and re-issuance of land use right certificates for households donating land for roads and public works.
Sharing the same view on the need to accelerate the implementation of policies and promulgate new policies to meet practical requirements, delegate Trinh Van Thien, member of the Provincial Party Committee and Chairman of the Farmers' Association of Hai Duong province, suggested continuing to pay attention to policy mechanisms to promote vocational training for rural workers, have mechanisms to support vocational training for farmers and replicate typical agricultural models unique to each locality.
Delegate Ho Ngoc Lam, Deputy Secretary of the District Party Committee and Chairman of the Nam Sach District People's Committee, proposed to soon direct and guide the policies for cadres after the reorganization when merging agencies and units and streamlining the apparatus. At the same time, it is necessary to strengthen propaganda and mobilization to create consensus and excitement when this policy comes into practice.
Delegate Bui Sy Hoan, Director of the Department of Justice, said that the quality of promulgating some policies and documents is not high due to the lack of specialized legal staff, leading to the lack of assurance in consultation, construction, and procedures.
In order for the policies issued by the Provincial People's Council to be effective, speaking at Group 3, Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested more efforts to bring the policies into life. "The implementation of policies must ensure synchronization, feasibility, unity and suitability with local conditions and resources," the Chairman of the Provincial People's Committee noted.
Removing bottlenecks to attract investment
Speaking at the discussion in groups, many delegates highly appreciated the drastic participation of the Standing Committee of the Provincial Party Committee and provincial leaders in promoting investment and removing obstacles and difficulties for businesses in recent times.
However, there are still difficulties affecting investment attraction in the province.
Comrade Tran Van Hao, Provincial Party Committee member and Director of the Department of Industry and Trade, requested localities to speed up the progress of site clearance for industrial clusters to soon deploy infrastructure investment and attract investment.
Delegate Luong Thu Huong (Tu Ky) suggested that the province needs to have solutions to remove difficulties in the source of sand for filling and raw materials so that businesses can speed up the progress of projects.
"The province needs to further promote solutions to attract more large enterprises to invest, improve the efficiency of investment and production activities in industrial parks. It is recommended that the Provincial People's Council organize meetings with voters and the business community to grasp the situation, promptly resolve difficulties and problems, and have more policies and mechanisms to facilitate business development," said delegate Luong Thu Huong.
Deputy Director of Hai Duong Province Tax Department Nguyen Trong Tien also said that the province needs to have its own policies on attracting investment, especially specialized economic zones such as vocational training, worker housing... Attracting large projects, green and clean technology to develop supporting businesses.
Speaking at Group 4, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, noted that it is necessary to continue to improve the quality of promulgating policies to promote socio-economic development, improve the living environment and business environment to attract investment.
