According to the latest figures from the Ministry of Education and Training, there are currently about 22,000 foreign students studying at Vietnamese higher education institutions. The number of foreign students studying in Vietnam has been on the rise in recent years.
In previous school years such as the 2020-2021 school year, there were 18,500 international students; in the 2021-2022 school year, there were 16,000 international students; in the 2022-2023 school year, it increased to 20,000 international students.

Of the approximately 22,000 foreign students currently studying at Vietnamese higher education institutions, nearly 4,000 are studying under agreements; the rest are self-funded students, under bilateral agreements at the school or local level.
Higher education institutions actively attract and create the best learning conditions for foreign students to promote cultural and academic exchanges, contributing to strengthening solidarity and friendship with other countries and international integration.
In the 2023-2024 school year alone, the Ministry of Education and Training will accept 1,087 foreign students to study at undergraduate and graduate levels at Vietnamese higher education institutions under the Agreement.
According to the assessment of the Ministry of Education and Training, higher education institutions actively attract and create the best learning conditions for international students. Student exchanges with foreign countries have been implemented in accordance with current regulations, helping to promote cultural and academic exchanges and contributing to strengthening solidarity and friendship with other countries and international integration.
However, the Ministry of Education and Training also pointed out that the number of foreign students studying in Vietnam is still limited, mainly students from Laos and Cambodia, currently accounting for nearly 80% of the total number of foreign students.

In addition, there is currently no mechanism to facilitate and attract highly qualified workers to teach and conduct research at higher education institutions in Vietnam. Educational institutions still have to complete all procedures and processes like all foreign workers in general.
In the 2023-2024 academic year, nearly 3,000 foreign and overseas Vietnamese experts have come to teach, conduct scientific research and conduct academic exchanges in Vietnam. Foreign experts have mainly worked in the fields of foreign language teaching, supporting the development of training programs, implementing international projects, and implementing joint training programs between domestic and foreign universities.
In the upcoming 2024-2025 school year, one of the key tasks set by the education sector is to continue to strengthen international integration in education. Attract and effectively use foreign resources for education and training, and at the same time have policies to attract foreign experts and scientists to cooperate in research and training in Vietnamese universities; promote the attraction of international students to study in Vietnam.
