Lam Dong organizes conference to promote and call for investment in social housing development

Mr. Vo Ngoc Hiep - Vice Chairman of the Provincial People's Committee and Mr. Nguyen Van Gia - Director of the Department of Construction chaired the Conference.

Speaking at the conference, the Vice Chairman of the Provincial People's Committee emphasized: "We organized this conference to listen to opinions and requests from investors; at the same time, consider the ability of state agencies to respond." According to him, the demand for social housing in the province is very large, especially in areas such as Da Lat, Bao Loc and Duc Trong district.

Mr. Vo Ngoc Hiep also mentioned the difficulties in developing social housing in Lam Dong, although the province has made many efforts, it still cannot meet the housing needs of the people; at the same time, he called on businesses to come up with practical solutions so that the province and units can coordinate to solve this problem.

• TARGET TO BUILD 2,200 SOCIAL HOUSING UNITS BY 2030

According to the report of Lam Dong Department of Construction at the conference, the demand for social housing in the province is currently estimated at about 4,711 units, mainly in Da Lat city, Bao Loc and Duc Trong district.

Although the Government has assigned the province a target of building 2,200 social housing units by 2030, from 2021 to now, the province has only completed 99 units, reaching less than 5% of the target. This figure shows that there are still delays in implementing the social housing development target and requires reform and innovation measures in attracting investment.

To address this situation, the Department of Construction has announced the zoning of planning areas, including 8 planning areas to attract investment. These areas have strong potential for social housing development, but it is important to have synchronous coordination between businesses and the government in implementing administrative procedures, as well as building appropriate infrastructure.

The Vice Chairman of the Provincial People's Committee also said that Lam Dong also has a large land fund, up to 18.39 hectares, for social housing projects at 14 locations in the subdivision projects. However, to make good use of this land fund, strong participation from businesses is needed.

At the conference, some businesses proposed that the province consider projects that are not included in the planning but have advantages in land fund and easy site clearance.

Investors also proposed that to facilitate investors' participation, there should be a clear plan on site clearance progress to facilitate project implementation.

At the conference, representatives of a number of construction enterprises made specific recommendations. The enterprises hoped that the Department of Construction would provide more detailed information on the progress of site clearance and information related to planning areas. Some investors also suggested that the province consider allowing investment in areas outside the planning area but with investment potential because of large land funds and positive site clearance work...

Enterprises are also particularly interested in policies to protect investors' rights, especially the province's social housing rental rate and investment support policies, support for purchasing social housing, and standards for purchasing social housing.

In conclusion, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized that although the province has had many plans to develop social housing every year since 2021, in reality, the implementation progress is still very slow.

“Currently, only 3 projects have been implemented and only Da Lat currently has a zoning plan for social housing, other localities do not have one yet. However, some areas have plans but are still in a state of not having connecting roads, not completing compensation and site clearance procedures, not having a 1/500 plan and not having an investment policy.”
