Regarding the roadmap, the Ministry of Transport agreed to study and propose a comprehensive model for management, operation, exploitation and maintenance of a centralized intelligent transport system for expressways; propose an implementation roadmap suitable to Vietnam's conditions, ensuring effective exploitation of expressways; propose amendments and supplements to relevant legal documents.

In the period of 2023 - 2025, implementing Vietnam's commitment to ASEAN countries in the ASEAN Transport Development Strategy for the period of 2016 - 2025, developing a national ITS system plan and national ITS architecture until 2030 in accordance with the overall plan of the ASEAN ITS system.

In addition, complete and unify the model of the development stages of the non-stop toll collection system (ETC); deploy investment in the non-stop toll collection system on expressways that have been and are being invested in the first stage in the form of non-stop collection, without input barriers, ensuring compliance with conditions and synchronization across the entire expressway system in Vietnam.

For expressways that are collecting tolls (BOT or according to the decision of competent authorities), operators have a synchronous and timely conversion roadmap.

The relevant legal system will also be completed as well as the standard system used in investing and operating the ITS system. At the same time, preparation and investment implementation for the ITS system for expressways that have been and are being invested in (investment phase and completion phase).

In the period of 2025 - 2030, continue to complete the ITS system for fully invested expressways; build a national traffic management and operation center; deploy connections between route traffic management and operation centers to the national traffic management and operation center...

After 2030, continue to complete the ITS system of fully invested expressways; deploy the connection of local ITS centers to the national traffic management and operation center; operate the national traffic management and operation center nationwide.

The Ministry of Transport assigned the Vietnam Road Administration to preside over the development of a road traffic infrastructure plan (including the ITS category) to report to the Ministry of Transport for submission to the Prime Minister for approval; and to guide investors in the process of preparing and implementing ITS system investment.

The Ministry of Transport also assigned the Department of Expressways to coordinate with the Department of Roads in planning the ITS system items under the road planning; propose a model and plan for organizing investment and operation of the National Traffic Management and Operation Center.

In the draft Highway Design Standards that are being consulted, the Ministry of Transport also proposed that at the entrance points of the highway, a free multi-lane automatic toll collection system without barriers should be arranged, and at the exit points, a single-lane toll collection system with barriers or free multi-lanes should be arranged.
