Ministry of Construction pledges to abolish at least 30% of unnecessary business conditions

(Chinhphu.vn) - The Ministry of Construction has just issued Decision No. 383/QD-BXD promulgating the Plan to implement Resolution No. 66/NQ-CP of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025.

The Ministry of Construction has a plan to immediately cut and simplify administrative procedures related to production and business activities.

100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are performed regardless of administrative boundaries within the province.

Complete the implementation of 100% of the plan on decentralization of authority to resolve administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister.

100% of internal administrative procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with the implementation of streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.

In the plan, the Ministry of Construction requires the Ministry's Office, Departments and Bureaus under the Ministry, and the Information Technology Center to identify the implementation of the plan as a key task in 2025; proactively deploy tasks and solutions on schedule, ensure quality and achieve the plan's goals.

Heads of agencies and units are responsible to the Minister for the results of the plan implementation; Submit plans to reduce and simplify administrative procedures related to production and business activities to get opinions from the Ministry of Finance, relevant ministries, agencies, localities and the Prime Minister's Advisory Council for Administrative Procedure Reform before submitting to the Prime Minister for approval.

Agencies and units proactively propose amendments, supplements, and abolishments according to their authority or submit to competent authorities to amend, supplement, and abolish regulations and administrative procedures in legal documents applying the form of one document amending many documents according to the simplified order and procedures according to legal regulations on the development and promulgation of legal documents to implement the plan to reduce and simplify administrative procedures related to production and business activities.

Monthly, quarterly and yearly, units report on the situation and results of implementation of assigned tasks to the Ministry Office for synthesis and consultation with the Minister to send to the Government Office for synthesis and reporting to the Government and Prime Minister.

On March 26, 2025, the Government issued Resolution No. 66/NQ-CP on the program to reduce and simplify administrative procedures related to production and business activities in the period of 2025 - 2026. The goal for 2025 is to ensure the abolition of at least 30% of unnecessary investment and business conditions; reduce at least 30% of the processing time of administrative procedures, and 30% of the cost of complying with administrative procedures.

Resolution 66/NQ-CP and the action plan of the Ministry of Construction clearly demonstrate the State's determination to cut cumbersome procedures and create a transparent and favorable investment environment.
