Completing the apparatus arrangement - a key and urgent political task

At the 67th Conference, the Executive Committee of the Quang Ninh Provincial Party Committee, Term XV, frankly assessed the results of the first quarter and deployed tasks for the second quarter, along with drastic solutions to promote socio-economic growth. Party building and rectification, and consolidation of the political system were identified as key tasks. In particular, the completion of the arrangement of administrative units (ADUs) at the district and commune levels for the 2023-2025 period and the strengthening of discipline and public service discipline were resolutely directed by Provincial Party Secretary Vu Dai Thang, considering this an important foundation for successfully implementing the goals of 2025 and the entire term.

Emphasizing the importance and urgency of this task, Provincial Party Secretary Vu Dai Thang requested relevant Party committees, authorities, sectors and localities to concentrate highly and mobilize collective intelligence to complete the Project on rearranging and reorganizing communal-level administrative units. This process must ensure scientific, methodical, consistent with local realities and current regulations.

The ultimate goal is to maintain stability and improve the operational efficiency of agencies and administrative units after the reorganization. Absolutely do not allow the common work to be interrupted, causing impacts on the production and business activities of enterprises and the daily lives of people. For the district level, it is necessary to promptly complete the maximum tasks under the authority according to decentralization, at the same time, carefully and thoroughly prepare all necessary conditions to be ready to hand over and end the operations of the district-level local government according to the approved roadmap.

Along with the organizational arrangement, the human factor is also given special attention. Provincial Party Secretary Vu Dai Thang requested that all levels and sectors need to promptly, fully and properly implement the support policies of the Central Government and the province for the staff, civil servants, public employees and workers directly affected by the arrangement process, ensuring legitimate rights and creating consensus and ideological stability within the team.

Tighten discipline, create momentum for breakthrough

To facilitate and maximize resources for the two major tasks of restructuring the apparatus and promoting socio-economic growth, the whole province must strongly strengthen discipline and administrative order in the entire political system. It is necessary to resolutely fight, rectify and eliminate administrativeization in leadership, direction and operation; overcome bureaucracy, harassment and inconvenience to people and businesses in performing public duties. The work of inspecting and supervising the performance of duties and responsibilities of cadres, civil servants and public employees must be strengthened, regularly and suddenly; promptly detect and strictly handle cases of violations of discipline, order, lack of responsibility, avoidance and shirking of work.

In addition to tightening discipline, the Quang Ninh Provincial Party Committee also pays special attention to building a healthy working environment, motivating cadres to contribute. According to Provincial Party Secretary Vu Dai Thang, there must be an effective mechanism to motivate, encourage and, more importantly, protect dynamic, creative cadres who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good. These are important factors that need to be promoted to create a breakthrough in performing tasks.

Another noteworthy directive is to require Party committees, Party organizations, agencies, units, and localities to set an example and minimize the organization of delegations to work, visit, and learn from experiences outside the province that are not really necessary. This is to save time, effort, and resources to focus on leadership, direction, and implementation of the province's key and urgent political tasks, especially the work of arranging administrative units and promoting economic growth.

Concluding these tasks, Provincial Party Secretary Vu Dai Thang called on all cadres, party members, civil servants, public employees, soldiers of the armed forces, the business community and all classes of people in the province to continue to promote the precious tradition of solidarity, uphold the spirit of "Discipline and Unity" of the heroic Mining Region. It is necessary to join hands, unite, constantly innovate and be ready to face and overcome all difficulties and challenges.

With the strong direction and clear orientation from the 67th Conference of the Provincial Party Committee on the work of restructuring the apparatus and strengthening discipline, along with the will and determination of the entire political system, Quang Ninh is focusing resources, tightening the team, and firmly believing that it will successfully complete the task of restructuring administrative units, consolidating a streamlined, effective and efficient political system. Thereby, contributing significantly to the comprehensive success of the goals and tasks of 2025, creating a solid foundation for development in the next period.
