(CLO) The Central Propaganda and Mass Mobilization Commission has just issued Official Dispatch No. 34-CV/BTGDVTW, directing provincial and municipal press agencies to implement Resolution 18-NQ/TW.
The Central Propaganda and Mass Mobilization Commission requested localities to have a plan to merge Party newspapers and radio and television stations, and to closely follow the Party's policies, viewpoints, and regulations and the State's laws, noting that the viewpoints and goals of the press must be under the direct leadership of the Party and the State's management, and operate within the framework of the Constitution and laws.

The organization of the Party press agency and local radio and television stations needs to overcome overlapping functions and tasks; streamline the organization; and focus investment resources to ensure that the press agency after merger and consolidation must operate better and perform information and propaganda tasks more effectively.
Regarding the model and governing body, it operates according to the model of a public service unit directly under the provincial and municipal Party Committees.
Regarding the name of the press agency, closely follow Regulation 338-QD/TW dated November 26, 2010 of the Secretariat on the functions, tasks, and organizational structure of the press agency of the Party Committee of provinces and centrally-run cities; Regulation 232-QD/TW dated January 20, 2025 of the Central Executive Committee of the Party on the implementation of the Party Charter; Press Law 2016 and related regulations; inherit and promote the familiar traditional brand value of the local Party newspaper, unify the name of the newspaper associated with the name of the local administrative unit.
In case of any problems, please consult with the Central Organizing Committee, the Central Propaganda and Mass Mobilization Committee and competent authorities for guidance.
Do not let the arrangement and merger affect the implementation of local political information and propaganda tasks.
For Hanoi and Ho Chi Minh City, it is recommended to closely follow the Party's viewpoints and policies, the State's laws on the press, the Capital Law 2024, Resolution 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and the practical situation of press activities, urgently research and develop a plan to arrange and model appropriate press agencies to submit to competent authorities for consideration, appraisal and approval.
