The unusual incident recently occurred at Cu Chinh Lan Primary School (Pleiku City, Gia Lai Province) when a large number of parents filed a petition and gathered at the school to participate in a dialogue with the Pleiku City Department of Education and Training and the school's only music teacher for 800 students. The majority of parents said that the music teacher was not proactive in teaching, had a poor spirit of inspiration; the grading of students' learning was not impartial, objective and did not meet the ethical standards of a teacher. On the contrary, the teacher affirmed that she had fulfilled her conscience and responsibility as a teacher and made objective and fair assessments.
After the inspection, the Department of Education and Training of Pleiku City announced the conclusion, pointing out many limitations and shortcomings of the music teacher, and at the same time requested the school to base on the conclusion of the inspection team, regulations on disciplinary action against civil servants, organizations, review and clarify the responsibilities of organizations and individuals who violated the law and strictly handle them in accordance with the law.
Perhaps, public opinion would be less concerned if the incident was simply an assessment of the teacher's learning ability for the student, along with the parents' recommendations through normal learning. However, public opinion is paying attention because an artistic subject like music sets too high a demand for primary school students, putting many at risk of being held back a grade. According to Circular No. 32/2018/TT-BGDDT of the Ministry of Education and Training dated December 26, 2018 promulgating the general education program, for grade 1, the content of singing is regulated as follows: Songs for school-age children (6-7 years old), nursery rhymes, Vietnamese folk songs, foreign songs. The songs are short, simple, with content and pitch appropriate to the age; diverse in rhythm and musical nature. Requirements to be achieved: Initially knowing how to sing with a natural voice, appropriate posture; initially singing at the correct pitch and duration; singing clearly and memorizing the lyrics; Initially know how to sing in solo, group, choir; name the song. As for reading music: C major key; short, simple, easy-to-read sound patterns, pitch suitable for age; mainly use duration: White, black, single hook and black rest. Requirements to achieve: Read the note names correctly; correctly express the pitch and duration of sound patterns; feel and distinguish high-low, long-short, loud-soft sounds. For higher classes, the requirements are higher.

The educational goal is to help students have the ability to self-evaluate, participate in self-evaluate; self-study, self-adjust their learning methods; communicate, cooperate; have interest in learning and practice to progress. Thereby, helping teachers adjust and innovate the form of organization and teaching methods in the teaching and education process; promptly detect students' efforts and progress to encourage and motivate them; and detect difficulties that students cannot overcome on their own to guide and help them improve the quality and effectiveness of their learning and training activities.
However, the requirements for each subject, especially artistic subjects, are too high, leading to the goal of helping children be interested in learning and practicing to progress being difficult to achieve. When relying on such regulations, if teachers do not have enthusiasm in their perception, it is easy to make biased and emotional assessments, making students afraid when exposed to subjects.
I think the Ministry of Education and Training needs to make adjustments in the assessment and requirements for subjects, especially at the primary level, because that is the process of forming and developing personality; should strengthen education on ethics, lifestyle, habits, life skills and reduce the load on other subjects. Avoid putting too much pressure on students to study and "excellently complete" all subjects while not being able to perform basic tasks in their daily lives.
