Creativity in eliminating temporary and dilapidated houses

With the goal of ensuring social security and improving the quality of life for the people, Bac Giang province has promoted the elimination of temporary and dilapidated houses for poor and near-poor households and families of meritorious people using socialized resources. Through implementation, many good, creative and effective ways have been developed and replicated.

With the theme "Millions of loving hearts, building thousands of houses of great solidarity", in 2024, the Program to mobilize and support the construction and elimination of temporary and dilapidated houses for poor and near-poor households and support families of meritorious people facing housing difficulties, degraded houses that need to be repaired or rebuilt in Bac Giang province has supported the completion of new construction and repairs of 1,396 houses.

In particular, Bac Giang province has started construction, repair, completed and handed over 968 houses of poor and near-poor households, 233 houses of meritorious households, 195 houses of households in ethnic minority and mountainous areas, reaching 100% of the plan and target. Notably, in 2024, the Vietnam Fatherland Front at all levels in the province mobilized over 86 billion VND. Of which, the "For the Poor" Fund at all levels received support funds of over 36 billion VND. Over 51,000 working days, thousands of tons of raw materials and many other household items and utensils were mobilized.

To achieve this impressive result, from the beginning of 2024, Bac Giang province has implemented many solutions, launched a widespread and flexible movement, suitable for all subjects in the province as well as Bac Giang people living in all regions of the country, with the spirit of "Whoever has something contributes, whoever has merit contributes, whoever has property contributes, whoever has a lot contributes a lot, whoever has a little contributes a little" to support from funding, working days of transportation, dismantling to household items and household items for households after handing over the house.

Bac Giang province has determined that each house of poor households, near-poor households and families of meritorious people is built not only with bricks, cement, and steel, but also with the spirit of solidarity, with the tradition of mutual love, with the affection and heart of the whole society. Therefore, mobilizing and calling for resources is a sharing of responsibility between the State, society and the people. In which, state resources play a leading role. Social resources are key, with the principle of State support, community assistance, and households organizing the construction of houses with 100% of the funds mobilized from socialized sources. With that consistent spirit, hundreds of houses of beneficiaries have started construction and repair in 2024.

Typically, the Bac Giang Provincial Police force has deployed support for 27 houses with a total cost of more than 6.1 billion VND. Of which, the amount contributed by officers and soldiers is more than 2 billion VND. The Provincial Military Command mobilized support for 15 solidarity houses, comrade houses, houses of affection, and military-civilian solidarity houses. The Women's Union at all levels deployed support for the construction of 49 new houses with a support value of more than 2 billion VND; supported more than 20,000 working days... Up to now, the whole province has mobilized funds, working days, raw materials, and household items worth nearly 78 billion VND to eliminate temporary houses for beneficiaries.

According to Mr. Dinh Duc Canh - Chairman of the Vietnam Fatherland Front Committee of Bac Giang province, the program to eliminate temporary and dilapidated houses in the province has mobilized the entire political system and people from all walks of life to participate. The Vietnam Fatherland Front at all levels has been proactive and creative in deployment and implementation, and has been rich and diverse in mobilization. The support methods are detailed, specific, public and transparent to each subject, thereby raising people's trust in the Party and the State.

In 2025, the Steering Committees at all levels of Bac Giang province continue to identify the elimination of temporary and dilapidated houses for poor households, near-poor households, and households with meritorious services as an important political task that needs to be focused on and implemented with the spirit of "High determination, great efforts, drastic actions; focused, key, and decisive implementation; clear assignment of people, clear tasks, clear time, clear responsibilities, clear results, and clear products". Strive to complete the elimination of 100% of temporary and dilapidated houses for households that meet legal land conditions in September 2025 to make achievements to welcome the 20th Provincial Party Congress; focus on removing obstacles, striving to achieve the highest results in eliminating temporary and dilapidated houses for households that do not meet the conditions.

With the theme "Warm home for Bac Giang people", in 2025, Bac Giang province continues to set the goal of completing the elimination of temporary and dilapidated houses for 882 houses, including 523 newly built houses and 359 repaired houses. Of these, there are 245 houses for people with revolutionary contributions; 110 houses for poor and near-poor households under two national target programs; 527 houses for poor and near-poor households under the Program to eliminate temporary and dilapidated houses with a minimum implementation budget of about 45 billion VND, ensuring a minimum support level of 60 million VND for newly built households; 30 million VND for repaired households.
