Transferring core technology to “turn the situation around, change the state”

On the afternoon of February 11, Prime Minister Pham Minh Chinh chaired a conference on science and technology development, innovation, digital transformation and high-quality human resources to promote economic growth.


Whoever does not do well must stand aside.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that developing science and technology, innovation, digital transformation and training high-quality human resources are objective requirements, strategic choices and top priorities for national development, with people and businesses as the center and subject.

The Prime Minister affirmed: Developing science and technology, innovation, digital transformation and training high-quality human resources have three important meanings: contributing to restructuring the economy in a fast and sustainable direction; contributing to improving the overall labor productivity of the whole society; enhancing the competitiveness and integration of the national economy.

Therefore, regarding upcoming solutions, the Prime Minister requested to raise awareness throughout society about the position, role, and importance of science and technology, innovation, digital transformation, and training of high-quality human resources for high and sustainable growth.

Review at all levels, sectors, institutes, schools, and enterprises the bottlenecks and obstacles in terms of institutions, mechanisms, and policies to continue to improve, amend, and supplement them promptly and effectively, especially from the actual operations of the units; this work must be done in the first and second quarters of 2025.

The Prime Minister directed that it is necessary to promote infrastructure development, including digital infrastructure, information technology infrastructure, transport infrastructure, infrastructure for the fourth industrial revolution, energy infrastructure, healthcare infrastructure, education, society, sports, cultural infrastructure, cultural industry, and entertainment; build innovation centers; infrastructure development must be inclusive and comprehensive in all fields across the country.

Along with that, it is necessary to diversify resources including resources from the State, people, enterprises and society; public-private partnership, socialization; borrowing sources, issuing government bonds. To develop any field or industry, there must be policies and mechanisms to mobilize resources to prioritize the development of that industry.

The Head of Government noted that it is necessary to innovate and diversify training forms such as: training from high school to university, post-graduate, supplementary training, expert training, technical training, domestic and foreign training, hiring experts, training cooperation, building specific mechanisms for training, and attracting talents.

“Governance must be smart, optimize management, eliminate the request-grant mechanism, cumbersome procedures, increase decentralization, decentralization along with resource allocation, improve implementation capacity, strengthen supervision, inspection, increase post-inspection, reduce pre-inspection; evaluate management based on overall efficiency, not local efficiency; develop along with ensuring the environment and social security, leaving no one behind” - the Prime Minister stated clearly, at the same time mentioning the need to promote international cooperation and integration, especially the transfer of source technology, core technology, the most advanced to "turn the situation around, change the state" as quickly as possible, especially in priority areas.

The Prime Minister noted that ministries, branches, localities, levels, institutes, schools, and scientists need to cooperate closely and effectively based on the functions, tasks, and powers of each entity, putting the interests of the nation, people, and country above all else. Clearly assign people, tasks, responsibilities, time, and products. Those who do well must be rewarded and encouraged, and those who do not do well must stand aside.

At the same time, develop the Vietnamese innovation ecosystem globally to attract brainpower, technology, and human resources from all over the world in all fields. The Prime Minister called on businesses and philanthropists to continue contributing to the National Innovation Center (NIC) in Hoa Lac, Hanoi.

There must be a breakthrough solution.

Reporting at the conference, Minister of Planning and Investment Nguyen Chi Dung said, According to the Minister, 2025 is of special importance, a year of acceleration, breakthrough, finishing, the final year of implementing the 5-year socio-economic development plan 2021-2025. In order for science and technology, innovation, and high-quality human resources to be the driving force to promote the national growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the period 2026-2030, the Government needs to put the highest determination and greatest effort to organize the implementation of Resolution No. 03 effectively and comprehensively, bringing about major, revolutionary changes, with clear impacts on economic growth indicators.

According to Minister of Science and Technology Huynh Thanh Dat, science, technology and innovation must have breakthrough solutions, creating important development momentum in 2025 and creating new premises, new impulses, and new momentum for the next 5-year socio-economic development plan.

Mr. Dat expressed his opinion that it is necessary to focus on perfecting institutions and policies on science, technology and innovation. Accordingly, the draft Resolution of the National Assembly on piloting a number of new policies to immediately remove obstacles and difficulties in science, technology and innovation activities will be developed and completed, and submitted to the National Assembly for approval at the 9th Extraordinary Session of the 15th National Assembly (February 12, 2025), focusing on proposing piloting a number of policies such as handling assets formed from scientific and technological research tasks using the state budget; policies for developing the science and technology market.

Minister of Information and Communications Nguyen Manh Hung said that growth by traditional driving forces has gradually reached its limit, we can grow up to 7% by traditional driving forces. If we want to increase from 7% to 10%, we must find new growth drivers, and this new 3% growth can only come from science, technology, innovation and digital transformation.

“Agriculture has helped Vietnam escape poverty. FDI and industry have helped Vietnam become an upper-middle-income country. To become a high-income country, we must rely on science and technology, innovation and digital transformation. These are the main driving forces to develop modern productive forces, improve production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, develop breakthroughs and become rich in the new era,” Mr. Hung said.
