On the afternoon of February 11, Hai Phong City Party Committee held a conference to review and decide on a number of contents related to the project on restructuring and streamlining the apparatus.
At the conference, the Hai Phong City Party Committee unanimously approved the projects on restructuring and streamlining the apparatus. The conference unanimously concluded the activities of the Parties, Youth Unions; the Party Executive Committee of the City People's Committee; the Party Committee of the agencies; the Party Committee of the Enterprise sector; the establishment of the Party Committee of Party agencies; and the Party Committee of the City People's Committee.
Along with that, Hai Phong agreed on the arrangement plan within specialized advisory and support agencies, public service units under the City Party Committee; the Vietnam Fatherland Front Committee of the city and socio-political organizations of the city; agencies of the City People's Council; the City People's Committee; People's Committees of districts, towns, and Thuy Nguyen City; and the plan to streamline the district-level political system.
The conference agreed to merge the City Party Committee's Propaganda and Education Board and the City Party Committee's Mass Mobilization Board with the new name of the City Party Committee's Propaganda and Education Board; merge Hai Phong Newspaper and Hai Phong Radio and Television Station with the name of Hai Phong Press and Communication Center; merge the Department of Planning and Investment and the Department of Finance with the new name of the Department of Finance.
Hai Phong merged the Department of Transport and the Department of Construction into the Department of Construction; the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment into the Department of Agriculture and Environment; the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs; the Department of Culture, Sports and Tourism and the Department of Culture, Sports and Tourism into the Department of Culture, Sports and Tourism; and at the same time, took over the State management of the press from the Department of Information and Communications.
The Department of Foreign Affairs maintains its organizational structure. After implementing these plans, the number of agencies and units will be reduced by 25-53%.
Hai Phong Party Secretary Le Tien Chau directed that, based on the new regulations of the Central Government and the city, Hai Phong needs to urgently complete, amend and supplement the operating mechanism of agencies, units and organizations of the political system. This task is to ensure that agencies in the entire city's political system operate according to the new organizational model from March 1, 2025. The process of implementing the new organizational arrangement and apparatus needs to ensure that all activities of agencies and organizations take place continuously, without interruption, and without affecting the normal activities of people and businesses.
Up to now, 34 leaders under the management of the Standing Committee of the City Party Committee have applied for early retirement from March 1, 2025. Including: Ms. Dao Khanh Ha, Member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee; Mr. Le Ngoc Tru, Member of the Standing Committee of the City Party Committee, Secretary of the Hong Bang District Party Committee; Mr. Le Khac Nam, Vice Chairman of the City People's Committee; 2 Secretaries of district-level Party Committees; 4 Heads of units equivalent to the department level...
Based on the wishes of the cadres, the Standing Committee of the City Party Committee will discuss and decide according to its authority, with a fair and objective assessment of each specific case and decide according to the requirements of the tasks set forth in the coming time.
