The opening session of the meeting was televised and broadcast live for voters and people nationwide to follow.
According to the scheduled program, after the National Assembly held a preparatory session to discuss and vote to approve the agenda of the 6th session of the 15th National Assembly, National Assembly Chairman Vuong Dinh Hue delivered an opening speech.
After that, the National Assembly will listen to the Prime Minister present a report and Chairman of the National Assembly's Economic Committee Vu Hong Thanh present the verification of the results of the implementation of the 2023 socio-economic development plan; and the expected socio-economic development plan for 2024.
During the opening session, the National Assembly also listened to Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien present a report summarizing opinions and recommendations of voters and people sent to the 6th session of the 15th National Assembly.
Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of supervising the settlement of voters' petitions sent to the 5th session of the 15th National Assembly.
In the afternoon, Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, will present to the National Assembly a mid-term assessment report on the implementation of the 5-year socio-economic development plan for 2021-2025 and the economic restructuring plan for the 2021-2025 period. Chairman of the National Assembly's Economic Committee Vu Hong Thanh will present a review report on this issue.
The National Assembly also listened to Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present a report and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present an examination of the implementation of the state budget in 2023, the state budget estimate, the central budget allocation plan in 2024, and the 3-year state finance and budget plan for 2024-2026 (including the content on supplementing the regular expenditure estimate of the state budget in 2023 for ministries, central agencies, and localities).
The National Assembly also heard a mid-term assessment report on the implementation of the national financial plan and borrowing and repayment of public debt for the 5-year period 2021-2025; and a mid-term assessment report on the implementation of the medium-term public investment plan for the period 2021-2025.
During the working day, the National Assembly also listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present a report on the implementation results of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.
Chairman of the National Assembly's Economic Committee Vu Hong Thanh will present a review report on this content.
Before the opening day, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong emphasized that the 6th session is very important, with many tasks and requirements different from the usual year-end session because this is also a mid-term session to review and evaluate the results of implementing the National Assembly's resolutions after half of the term.
From there, identify key tasks and solutions, update and supplement new requirements to suit the situation and be determined to successfully achieve the goals of the entire term.
Therefore, in this session, the National Assembly will perform both tasks: assessing the situation and results of 2023, determining the plan, tasks and key solutions for 2024, and assessing the situation and results of the first half of the term and the tasks that must be focused on in the second half of the term.
The workload of the National Assembly in terms of legislation, supervision, and decision on important national issues has increased significantly with very high requirements and demands on progress and quality.
It can be said that the agenda and resolutions of the National Assembly at the 6th session are of great significance, contributing to ensuring the basic completion of the tasks of the 15th term.
