Minimum area 35m2
The Ministry of Transport is seeking comments on a draft Decree regulating the business conditions for motorcycle and motorbike emission inspection services of emission inspection facilities.
Automobile inspection units and warranty and maintenance facilities are ready to participate in motorbike emission inspection activities when there is a roadmap for implementation (illustrative photo).
The draft clearly stipulates that motorcycle and motorbike emission inspection facilities must have a minimum area of 35m2, each inspection location must have a minimum area of 6m2; fully arrange inspection areas and office areas. Mobile inspection facilities are not required to have an office area.
Emission testing equipment must comply with national technical regulations on technical facilities and locations of emission testing facilities for motorbikes and mopeds.
These facilities also need to have at least 1 certified inspector as prescribed; operate at least 8 hours/day and 5 days/week.
A representative of the 2927D Vehicle Inspection Center (Hanoi) said that almost all vehicle inspection centers meet the above standards. For emission testing equipment, the software can be updated to use the same emission testing equipment with cars. Regarding human resources, car inspectors only need to attend a training course to be able to do it easily.
The leader of Inspection Center 2801S (Hoa Binh) also said that the material conditions of the emission inspection facility as proposed by the Ministry of Transport are suitable: "It is completely possible to mobilize current automobile inspection centers to participate in the network of motorcycle emission inspection facilities as soon as there is a roadmap for implementation.
Allowing mobile emission testing is also more convenient in reaching people in need, limiting the need for people to travel far.
Mobilize all repair and maintenance facilities
Mr. Le Van Ve, Head of External Affairs of Honda Vietnam Company, said that the Honda genuine warranty and maintenance system is always ready to participate in motorcycle and motorbike emission inspection activities.
Recently, the company has cooperated with members of the Vietnam Association of Motorcycle Manufacturers (VAMM) to pilot motorcycle emission testing in three major cities: Hanoi, Ho Chi Minh City and Da Nang, so it has a lot of experience.
According to statistics from the Vietnam Register, currently, the whole country has about 300 units in the motor vehicle inspection system, more than 600 motorbike maintenance facilities, 1,800 units in the system of motorbike warranty and maintenance workshops. In total, if all are mobilized, there will be about 2,700 units that can inspect motorbike emissions.
Regarding this issue, the leader of the Department of Motor Vehicle Inspection - Vietnam Register said that when there is a roadmap for implementing emission inspection, with the number of 72 million gasoline motorbikes currently in circulation nationwide, to meet the demand, the Vietnam Register has calculated a plan to mobilize motor vehicle inspection centers as well as warranty and maintenance facilities of motorbike and motorbike manufacturing and assembling enterprises to participate.
With current facilities, automobile inspection centers are fully capable of testing emissions of motorbikes and scooters.
Regarding emission testing equipment, it can be integrated with automobile emission testing equipment, however, it is necessary to check whether the sampling head is compatible or not, or it is possible to equip equipment specifically for motorbikes.
Regarding human resources, this agency is considering organizing training for inspection center inspectors and technicians of warranty and maintenance facilities to obtain certificates for motorcycle and motorbike emission inspectors.
How much is the inspection price?
Although ready to participate in the motorcycle and motorbike emission inspection network, many car inspection units are still concerned about the price of inspection services.
According to the draft Decree, the Ministry of Transport is responsible for presiding over the development and promulgation of regulations on prices for emission inspection services for motorbikes and scooters.
A representative of a vehicle inspection center in Hanoi said that although the process of inspecting emissions of motorbikes and scooters is simpler than that of cars, it still requires data entry to create vehicle records and print inspection stamps, so at least 1 professional staff and 1 inspector will be needed to perform the inspection.
Regarding the inspection process, it can be considered as 1/5 of the car inspection process, so considering the minimum price equal to 1/5 of the car inspection service price is reasonable, not including the fee for printing the inspection stamp.
A representative of another inspection center said that to avoid the situation of "not being able to make up for the loss", it is necessary to develop a suitable price for motorbike emission inspection, ensuring enough for inspection units to be ready to invest and participate.
Meanwhile, a VAMM representative said that in order for stations to recover their investment capital in one year, the inspection fee must range from 37,500 - 50,000 VND.
This fee is calculated based on the forecast that the inspection station will inspect about 10 vehicles per hour, 80 vehicles per day (if vehicles enter and exit continuously). However, the reality may not go according to the scenario.
According to the Vietnam Register, the inspection of motorbike emissions will be carried out in accordance with the Law on Environmental Protection.
The Ministry of Natural Resources and Environment will be the lead agency, coordinating with the Ministry of Transport to develop and submit to the Government for promulgation a decision on the implementation roadmap. This will specifically stipulate the time, applicable standards, methods, and subjects of implementation.
Thus, the inspection of motorbike emissions will still have to wait for the Ministry of Natural Resources and Environment to have a plan, implementation time, implementation method, standards and applicable subjects.
VAMM representative recommended that the project should be implemented first in the most polluted cities such as Hanoi and Ho Chi Minh City, then gradually expanded.
The inspection cycle can be every 2 years for motorbikes manufactured 5 years or more. At the same time, there should be sanctions for vehicles that do not undergo inspection or do not have an inspection sticker but still participate in traffic.
According to the Vietnam Register, although the Law on Road Traffic Order and Safety takes effect from January 1, 2025, emission testing will not be carried out on all motorbikes at this time, but will be carried out according to the roadmap prescribed by the Government.
