18-hole golf course at Do Son tourist area
On the afternoon of August 1, we were present at the national sea dike area 1 in Ngoc Xuyen ward, Do Son district, Hai Phong city. The entire large area that used to be used for aquaculture by local people is now abandoned, with weeds growing everywhere.
Informing Nguoi Dua Tin , Mr. Do Xuan Hung - Acting Chairman of Ngoc Xuyen Ward People's Committee, said that this area (more than 66 hectares - PV) belongs to the 18-hole BRG Ruby Tree Golf Course Project.
Previously, the local people rented the land from the company for aquaculture. However, when the project was about to be implemented, the company took it back. Therefore, for about 4 years now, this area has been abandoned.

"The locality does not have to carry out site clearance work because the investor has been granted a land use right certificate. Previously, there were some disputes between the enterprise with land use rights and the households renting it for aquaculture. So far, the matter has been resolved," said Mr. Do Xuan Hung.
According to information from the People's Committee of Hai Phong City, in Decision No. 3201/QD-UBND dated November 9, 2021, the locality approved the investment policy of the 18-hole BRG Ruby Tree Golf Course Project in Ngoc Xuyen Ward, Do Son District.
At the same time, the project investor was approved as Do Son Tourism and Entertainment Company Limited. The land area used for the project is more than 66 hectares with a total investment of about 2,100 billion VND.
By September 30, 2022, in Decision No. 3204/QD-UBND, Hai Phong City People's Committee approved the detailed planning adjustment project at a scale of 1/500 of BRG Ruby Tree 18-hole golf course.
Accordingly, the project has an area of 66.06 hectares, a population of about 336 people, including functional areas: Golf course, resort (for rent), auxiliary areas (parking lot, service house, technical processing area). The total construction density of the whole area is 2.56%.
Hai Phong removes obstacles for investors
According to the plan, in 2023, Hai Phong City will organize the groundbreaking of 11 key projects. Of these, 4 projects will use budget capital and 7 projects will use non-budget capital.
However, by the end of 2023, 5 out of the 11 projects mentioned above could not start construction. These are the projects: Investment in the construction of Ring Road 2, section Tan Vu - Hung Dao - Bui Vien Street (using budget capital); Investment in the construction of Passenger Terminal No. 2 of Cat Bi International Airport; Investment in the construction of Cargo Terminal of Cat Bi International Airport; BRG Ruby Tree Golf Course; Investment in the construction and business of infrastructure of Tien Thanh Industrial Park (also using non-budget capital).

Regarding the BRG Ruby Tree Golf Course Project, according to the investor representative, by early August 2024, the project had not been able to start construction due to problems related to the land quota for building sports facilities allocated to the locality.
Specifically, the land target for building sports facilities allocated to Do Son district by 2030 will only increase by 0.32 hectares.
Faced with this situation, to remove obstacles for investors, in 2023, the People's Committee of Hai Phong City sent a document to the Ministry of Natural Resources and Environment reporting on the indicators that need to be adjusted in the land use planning until 2030 and the land use plan until 2025.
Only after receiving approval from the Central Government can the investor proceed with the next procedures to start the construction of the 18-hole BRG Ruby Tree Golf Project in Ngoc Xuyen Ward, Do Son District, Hai Phong City.
