At the conference, delegates listened to the draft Report on the inspection results of Inspection Team No. 1908 of the Politburo and Secretariat in 2025 for the National Assembly Party Committee on the implementation of 4 resolutions, conclusions and directives of the Central Committee.

Concluding the conference, Politburo member, Prime Minister Pham Minh Chinh, Head of Inspection Team No. 1908, highly appreciated the coordination of the National Assembly Party Committee with the Inspection Team, as well as highly appreciated the initiative and decision to conduct the inspection with 4 extremely important contents.

The Prime Minister said that the inspection's goal is to urge, grasp the situation, and create unity in the political system in implementing Resolution 18, Directive 35, Resolution 57 and Conclusion 123 of the Central Committee and the Politburo, which are major decisions of the Party, including many tasks that have never been done before.

In particular, the arrangement and organization of the apparatus was clearly stated in Resolution 18 and in this term has been made stronger and more drastic, demonstrating the great determination of the Central Executive Committee, the Politburo and General Secretary To Lam, receiving the consensus and support of all levels of government and people.

The Prime Minister also highly appreciated the proactiveness, positivity, flexibility and creativity of the National Assembly Party Committee in implementing the Party's resolutions, conclusions and directives on innovation and reorganization of the political system; Party congresses at all levels towards the 14th National Party Congress; breakthroughs in science and technology development, innovation and national digital transformation; and supplementing socio-economic development in 2025 with a growth target of 8% or more.

Sharing the difficulties and work pressure of the Government

On the same afternoon, at the Government Headquarters, Inspection Team No. 1910 of the Politburo and Secretariat in 2025 held a Conference to announce the draft Report of the Inspection Team to the Government Party Committee.

Delegates discussed, analyzed the characteristics, situation, and evaluated the work of the Government Party Committee in leading, directing, inspecting, supervising, urging, and guiding the implementation of 4 resolutions and conclusions of the Central Committee.

The inspection team assessed that the Government Party Committee and the Government Party Committee had thoroughly grasped the policies and viewpoints of Resolution No. 18, Directive No. 35, Resolution No. 57, and Conclusion No. 123 to create high consensus on awareness and responsibility of the Party Committees and leaders at all levels from the Central to local levels and units; directed the drafting of documents and urged them to be implemented scientifically, with comprehensive content, with focus and key points, achieving outstanding results.

In particular, implementing Resolution No. 18, the Government Party Committee and the Government Party Committee have promptly led and directed the Government to gradually build and perfect the institution on organizational apparatus, in line with the policy of streamlining the organizational apparatus, improving the effectiveness and efficiency of operations, promoting decentralization and delegation of power; initially completing the set goals and tasks; gradually reducing intermediate levels and focal points; especially actively implementing the arrangement of administrative units at district and commune levels, associated with streamlining the payroll.

Directive No. 35 was seriously and promptly implemented according to instructions and regulations; inspection, supervision, disciplinary action, handling of complaints and denunciations were well implemented; and review of key standards for personnel was conducted.

Resolution No. 57 has been vigorously implemented. In particular, the Party Executive Committee and the Government Party Committee have led and directed the completion of institutions on science and technology development, innovation and national digital transformation; infrastructure investment, promotion of technology transfer and application; training of high-quality human resources; especially improving the investment and business environment...

Thanks to that, science, technology, innovation and digital transformation have changed positively, creating great values, directly contributing to the implementation of socio-economic development goals in 2025 and making long-term contributions to the next stage.

In particular, the Government Party Committee resolutely, synchronously and effectively implemented Conclusion 123. Accordingly, thoroughly grasped, developed scenarios, assigned targets to each ministry, branch and locality; perfected institutions, reformed administrative procedures, cleared bottlenecks and mobilized all resources for development, resolutely implemented solutions to renew traditional growth drivers, promote new growth drivers, initiated and promoted many important national key projects and works... creating momentum and foundation to achieve the growth target of 8% or more in 2025 and double digits in the following years.

The Head of the Inspection Delegation assessed that the leadership, direction, dissemination and implementation of Resolution 18, Directive 35, Resolution 57 and Conclusion 123 of the Central Committee and the Politburo have been seriously and qualitatively implemented by the Government Party Committee.

In particular, the implementation of Resolution 18 on the arrangement and organization of the apparatus was carried out urgently and methodically, with the initiative, flexibility and high responsibility of the Government and ministries and agencies in the context of a very short time, many difficult, complicated and newly arising contents.

The Inspection Delegation sympathizes with the difficulties and work pressure of the Government in the face of a huge, important, difficult, complicated, sensitive workload and many unprecedented tasks, requiring "running and queuing at the same time". Difficulties and limitations need to be placed in a specific context, analyzing objective and subjective causes and proposing feasible solutions.

The National Assembly Chairman suggested that the Government Party Committee continue to lead, direct, and overcome limitations; in particular, regularly listen, synthesize, and handle local difficulties more effectively and promptly; closely follow the Party's policies and practical requirements; immediately carry out many tasks in the Politburo's conclusions; promptly resolve inappropriate points in terms of regimes and policies for cadres, civil servants, public employees, and workers; and pay attention to solutions for managing facilities in the process of arranging and organizing the apparatus; continue to review and handle projects and works that are behind schedule and causing waste, which the Government is directing very strongly.

Along with that, effectively implement the Resolutions recently passed by the National Assembly at the recent Session and prepare to implement the Resolutions the National Assembly will pass at the upcoming session.

Prime Minister Pham Minh Chinh respectfully thanked the Inspection Delegation and the National Assembly Party Committee for focusing their time and efforts on carefully reviewing the inspection contents; pointed out the outstanding efforts and results, and proposed issues that need to be further promoted in implementing the above four contents.

The Prime Minister also thanked and appreciated the coordination of the National Assembly, the National Assembly Standing Committee and the National Assembly agencies in coordinating with the Government, promoting democracy, and completing a huge amount of work to ensure proper procedures, progress and quality over the past time.
