Resolutely complete site clearance for coastal road project

 

The Management Board of Traffic Construction Investment Projects of Quang Binh Province (under the Department of Construction) said: Currently, the results of site clearance along the route length, the scope of approved site clearance plan and site handover in Quang Trach district are 9.6/10.2km, reaching 94.12%. Calculated by the number of households, it is 115/130 households, reaching 92.2%. The remaining number of households that have not been approved is 15 households (calculated by the route length of 0.64km), the construction site is currently stuck mainly in aquaculture farms and resettlement areas.

 

Regarding the affected aquaculture farms, 4 households/13 aquaculture ponds (length 0.45km) have received the consensus of the Provincial Appraisal Council on the continuity of affected assets of farms within and outside the land acquisition area for 13 ponds, and have completed the asset inventory. The compensation and support plan has not been made public.

 

Regarding resettlement (length 0.15km), there are 18 affected cases (of which, 3 households affected by housing must relocate and 5 households wish to be compensated by land, the remaining 10 households are expected to be allocated mixed land). Arrange 1 resettlement location in Quang Tung commune. Currently, the lottery for resettlement locations has been organized for the first affected households. Quang Tung commune People's Committee is continuing to review the remaining affected subjects of land acquisition to report to the district People's Committee to approve the list of the second phase.

Quang Trach district has yet to publicly announce compensation and support plans for aquaculture farms.

Regarding the land acquisition work, there are 5 households near the landmark in Quang Tung commune, of which 2 households agree to the plan to renovate the house; 2 households agree to support to relocate the house; 1 household has not agreed because the remaining land outside the 15m range of the road corridor is not enough land to rebuild the house, the Quang Trach District Land Fund Development Center is continuing to work with the households to complete the support plan and make it public.

 

Vice Chairman of Quang Trach District People's Committee Tran Quang Trung said: Regarding the affected aquaculture farms, the district is currently reviewing and appraising the prices of assets, materials and equipment not included in the provincial unit prices at aquaculture farms and is completing the appraisal work before publicizing the compensation plan. Regarding resettlement, the district is handing over according to the second approved list.

 

According to the report of the Department of Construction, currently, Quang Trach district is the remaining locality that has not yet publicly announced the compensation and support plan for aquaculture farms affected by land acquisition to implement Component 1 - Coastal Road Project.

In Notice No. 984/TB-VPUBND, dated March 13, 2025, the Office of the Provincial People's Committee announced the conclusion of the Standing Vice Chairman of the Provincial People's Committee Doan Ngoc Lam at the meeting on site clearance work of the projects, which clearly stated about the component project 1 - Coastal Road, requiring localities to urgently complete the site clearance work of the project according to specific time frames. For Quang Trach district, the Standing Vice Chairman of the Provincial People's Committee requested to complete the approval of the site clearance compensation plan and land allocation for resettlement in Quang Tung commune and the compensation plan for aquaculture farms and households near the landmark in April 2025. Regarding this direction of the Provincial People's Committee, Mr. Tran Quang Trung said that the district will be determined to basically complete the assigned work.

 

According to the report of the Department of Construction, districts such as Le Thuy and Bo Trach have publicly announced compensation and support plans for affected aquaculture farms since the end of March 2025 (according to regulations, the public announcement period is within 1 month).

 

Particularly in Quang Ninh district, for households that illegally established assets on production forest land for aquaculture, the District People's Committee has issued a decision to enforce the decision to sanction administrative violations in the field of land against households. Particularly, Nguyen Ngoc Thanh's household voluntarily dismantled its assets and committed to complete the dismantling before April 17, 2025.

 

In Dong Hoi City, the plan for livestock farms has been made public since April 1, 2025. For 3 organizations (Hung Bien Seafood Co., Ltd., Duc Thang Joint Stock Company and Phuc Thanh Joint Stock Company) whose aquaculture farms were affected, the compensation and support plan has been made public and all have agreed. In particular, Hung Bien Seafood Co., Ltd. has agreed to hand over the construction site, expected before April 12, 2025.
