The National Assembly discusses laws and resolutions submitted to the National Assembly.

On the morning of May 30, continuing the working program at the 7th Session, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed the National Assembly's planned supervision program in 2025; the law and ordinance making program in 2025, and adjustments to the law and ordinance making program in 2024.

Comrade Nguyen Van Huy, National Assembly Delegation of the province, spoke at the discussion.

The majority of National Assembly deputies approved the draft law and ordinance development program for 2025 and the adjustment of the law and ordinance development program for 2024; deputies said that the projects and ordinances that have been added are necessary, important, and have great significance for the lives of voters and people nationwide.

However, through studying the proposal for the law and ordinance building program in 2025, adjusting the law and ordinance building program in 2024 and previous years, delegate Nguyen Van Huy, National Assembly Delegation of Thai Binh province, said that a limitation mentioned many times is that the "overlap" of the program for the following year is very low, the number of projects that must be added after the National Assembly has decided on the law building program is still large.

The delegate said that although the State has issued many new legal documents and amended and supplemented many current legal documents; the legal system is still not really synchronous and complete, there are overlapping and contradictions in the legal document system; some regulations are not highly feasible and need to be amended and supplemented many times. There are still many general principles, not specific enough to be applied immediately, but many documents to specify the implementation instructions must be issued. Meanwhile, the situation of promulgating legal documents being issued later than the effective date of laws, ordinances and resolutions is something that needs to be given utmost attention.

From the above limitations, delegates recommended that the National Assembly and agencies pay more attention to summarizing practices, making proposals with a longer-term vision, and at the same time have drastic solutions to soon include the remaining projects in the plan in the 2025 program, especially the need to urgently review and propose additional draft laws for the National Assembly to consider and give initial comments on the program at the 10th Session; strengthen the direction of promulgation according to authority; legal documents must specify in detail the outstanding contents and thoroughly handle legal documents with illegal contents, not ensuring the synchronization and unity of the legal system; have solutions to enhance the responsibility of heads of ministries, branches and localities in promulgating documents and need to have strict sanctions for violations to overcome shortcomings and limitations and contribute to improving the quality of law enforcement, ordinances and resolutions.

With the requirement to seriously grasp the viewpoints and orientations in legislative work, delegates recommended that the National Assembly and the National Assembly Standing Committee further strengthen discipline and order in law-making work, strictly comply with the provisions of the Law on Promulgation of Legal Documents, not to supplement projects and programs at the time close to the National Assembly session, except in cases of real urgency due to practical requirements or to implement requirements in resolutions, directives and conclusions of the Party that have just been issued by competent authorities, and also not to consider projects that do not ensure full records and documents, and do not ensure quality according to regulations. Avoid the situation where legal documents are just issued but are opposed by people and businesses or have to be amended before they are implemented, because if they continue to be implemented, they will be a barrier to social development, wasting time, effort, money, and even pushing people and businesses into bankruptcy.

Concluding the session, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly deputies had expressed many practical opinions, analyzed and deeply assessed the existing results, limitations and causes in the law-making work. At the same time, he proposed more specific measures and solutions to continue to innovate and improve the quality and effectiveness of discipline and order in the law-making work in the coming time. The Vice Chairman of the National Assembly requested the Government and relevant agencies to continue to urgently pay attention to and more closely direct the law-making work to ensure quality and progress.

In the afternoon, Vice Chairman of the National Assembly Tran Quang Phuong chaired the session. The National Assembly worked in the hall, listened to reports and discussed in the hall the draft Law on National Defense Industry, Security and Industrial Mobilization.
