Thanks to the good implementation of Directive No. 40-CT/TW, policy credit activities in Quang Binh in recent times have created positive changes, contributing practically to programs and plans for sustainable poverty reduction, new rural construction, and socio-economic development. The whole province has reduced the poverty rate from 6.52% to 4.05% compared to 2022; 89/128 communes have met new rural standards. The appearance of mountainous and remote coastal areas has improved; the agricultural economy has grown evenly; farmers' lives have improved significantly.
This is the result of the efforts of the entire political system, including the close, timely and correct leadership and direction of the Provincial Party Committee, the determination to synchronously implement measures to manage and use policy credit capital of the Provincial People's Committee and localities, departments, branches and organizations in the area, which have played an important role in the success of social security work.
Over the past 10 years of implementing Directive No. 40-CT/TW, the branch of the Vietnam Bank for Social Policies in Quang Binh province has effectively advised the Provincial Party Committee and the Provincial People's Committee to promptly disseminate and disseminate to key officials at all levels immediately after the Directive was issued, and promptly issue planning documents on the implementation of the Directive to Party committees, authorities, departments, and organizations from the province to the district and commune levels; at the same time, widely disseminate the Directive to officials, party members and people in many appropriate forms.

Local Party committees and authorities at all levels have reached a consensus on the role, position and importance of policy credit in implementing the National Target Program on Sustainable Poverty Reduction and New Rural Development.
The Department of Labor, War Invalids and Social Affairs coordinates with local authorities at all levels to investigate, review and supplement the list of poor households, near-poor households and households that have just escaped poverty in accordance with current regulations, creating favorable conditions for the VBSP to provide preferential loans in a timely manner and to the right subjects. The financial sector, based on the local budget situation, prioritizes additional capital sources for the VBSP to lend to poor households and other policy beneficiaries, while at the same time prioritizing budget support for equipment and purchasing equipment for work, contributing to improving the efficiency of policy credit activities in the area.
In Quang Binh province, the local budget capital transferred to branches to supplement loans for poor households and other policy beneficiaries is 220.9 billion VND, an increase of 204.3 billion VND compared to the time before the Directive, contributing to raising the total capital to 5,346 billion VND, an increase of 3,169 billion VND compared to 10 years ago, with an average growth rate of 14.6%/year. The People's Committees of 9 districts, towns and cities under the province annually allocate budget to the Vietnam Bank for Social Policies to lend to poor households and policy beneficiaries. Typically, Dong Hoi city has a budget transferred of 15.6 billion VND; Le Thuy district has 14.6 billion VND, Quang Trach district has 14.2 billion VND; The People's Committees at the commune level in 151 communes, wards and towns across the province have allowed the VBSP to open Commune Transaction Points and arrange security forces to ensure that periodic transactions are carried out quickly and safely for the poor and other policy beneficiaries to borrow capital.
Implementing the entrusted lending method through 4 socio-political organizations and a network of 2,215 Savings and Loan Groups in all communes and wards, the provincial branches of the Vietnam Bank for Social Policies have created a solid bridge to transfer preferential credit capital to the right beneficiaries. The policy capital flow has been cleared, giving Quang Binh province the opportunity to develop production and build a prosperous and good life.
For example, in the poor mountainous commune of Hoa Hop in Minh Hoa district, in order to help people develop the economy and increase their income, the Party Committee and government, after studying and thoroughly implementing Directive No. 40-CT/TW, have promoted and mobilized people to boldly use policy loans to convert ineffective farming land to growing higher value crops.
After borrowing policy capital twice, Ms. Cao Thi Ha's family invested in planting 250 dragon fruit trees, building a barn to raise native pigs, and digging a pond to raise fish. On the once barren land, thanks to effectively utilizing the loan capital to implement a comprehensive economic model, Ms. Ha's family now has an annual income of more than 150 million VND.
Directive No. 40-CT/TW has really come into effect in Quang Binh province; creating a major change in the awareness of Party committees, authorities, cadres, party members and people about policy credit; creating high consensus in the work of mobilizing and concentrating local resources, while increasing the capacity and operational efficiency of the VBSP in the locality to help the poor and other policy beneficiaries improve in production, gradually reduce poverty sustainably, and enrich legitimately.
Over the past 10 years, policy capital has promptly met the borrowing needs of the majority of people to invest, develop production, and gradually escape poverty sustainably. The whole province has more than 283,000 poor households and other policy beneficiaries receiving preferential loans from the State, helping 45,600 households overcome the poverty line, providing 4,600 more students with difficult circumstances with loans to cover their study costs; attracting and creating regular jobs for nearly 42,000 workers; building, repairing and upgrading 195,000 clean water works and standard toilets; providing loans to build solid houses for over 6,200 poor households and policy beneficiaries.
The journey of policy credit for social security in Quang Binh province has entered its 22nd year, the poor and other policy beneficiaries increasingly trust in the policies of the Party and the State. In the coming time, the branch will continue to implement Directive No. 40-CT/TW, focus on mobilizing all resources, promptly transferring capital to the right beneficiaries, striving to invest effectively throughout the countryside "backed by Truong Son, eyes looking at Dong Hai".
