President Vo Van Thuong conveyed a message to leaders, parliamentarians and the majority of Japanese people about a reformed, open, peace-loving and development-aspiring Vietnam; about an independent, self-reliant, diversified and multilateral foreign policy; about being a friend, a reliable partner and a responsible member of the international community.
The President also reviewed the 50-year journey of friendship and cooperation between Vietnam and Japan and affirmed that the relationship between the two countries is a "heaven-ordained fate"; at the same time, he shared the vision and major orientation to effectively implement the Comprehensive Strategic Partnership for peace and prosperity in Asia and the world, determined to work with Japan to build a relationship between the two countries that is truly "Sincere friends, trustworthy partners, strategic cooperation, sustainable future".

In his welcoming speech at the National Assembly, Speaker of the Japanese House of Representatives Nukaga Fukushiro said that President Vo Van Thuong's speech before the National Assembly was an important milestone in the relationship between the two countries; emphasizing that Vietnam is an important and irreplaceable partner of Japan, and that the relationship between the two countries is in a better and stronger state than ever.
The official visit of President Vo Van Thuong to Japan on the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries and the announcement of the two sides upgrading their relationship to a Comprehensive Strategic Partnership is a new historical milestone bringing the relationship between the two countries to develop with unlimited potential, towards the future, reaching the region and the world.

Appreciating the speech of President Vo Van Thuong, President of the Japanese Senate Otsuji Hidehisa said that the two peoples of Japan and Vietnam share many similarities in history and culture, and many good values and qualities, like the lotus of Vietnam and the cherry blossom of Japan, always knowing how to overcome difficulties and adversities, and spreading their fragrance.
I hope that the two countries will continue on a new path together with a new framework of relations, in good times and in difficult times, and together achieve new results.
Earlier, President Vo Van Thuong met with Speaker of the House of Representatives Nukaga Fukushiro and President of the Senate Otsuji Hidehisa.
At the meetings, President Vo Van Thuong said that the two countries' recent announcement to upgrade their relationship to a Comprehensive Strategic Partnership is clear evidence of the strong, comprehensive, and substantive development of Vietnam-Japan relations after 50 years of establishing diplomatic relations.
The President highly appreciated the attention and support of the Japanese National Assembly in promoting the friendly and cooperative relations between the two countries; emphasizing that the visit to Vietnam by Senate President Otsuji Hidehisa last September was one of the important and meaningful events in the year commemorating the 50th anniversary of the establishment of diplomatic relations, contributing to enhancing political trust and understanding between the two peoples, which is an important foundation for promoting comprehensive cooperation between the two countries.
The President affirmed that Vietnam always considers Japan a leading and long-term important partner, and wishes to strengthen and develop the Vietnam-Japan relationship more comprehensively and deeply, in accordance with the interests and aspirations of the people of the two countries, and actively contribute to maintaining peace, stability, cooperation and development in the region.

House of Representatives Speaker Nukaga Fukushiro expressed his delight at the remarkable and substantive developments in Vietnam-Japan relations in recent times; affirmed that the Japanese National Assembly supports the two countries in upgrading their relations to a comprehensive strategic partnership, and will play an active role in concretizing cooperation contents within the framework of the new relationship.
President of the Senate Otsuji Hidehisa shared his deep impression of Vietnam's positive development that he felt during his official visit to Vietnam in September 2023; affirmed his desire to promote the Vietnam - Japan comprehensive strategic partnership in all fields, and strengthen exchanges and close cooperation between the legislative bodies of the two countries in the coming time.

On this occasion, President Vo Van Thuong and the high-ranking Vietnamese delegation visited the National Diet Library (NDL) of Japan - one of the largest libraries in the world. The library was established in 1948 with the aim of supporting members of the National Assembly in researching public policy issues.
The National Diet Library consists of two main campuses in Tokyo and Kyoto and several branch libraries throughout Japan. In 1949, the National Diet Library merged with the National Library (formerly known as the Imperial Library) and became the only national library in Japan with over 1 million volumes.
On the afternoon of November 29, President Vo Van Thuong and his wife, along with a high-ranking Vietnamese delegation, left Tokyo for Fukuoka province, continuing their official visit to Japan.
