France The reigning Ligue I champions are having difficulty paying for Ousmane Dembele and Goncalo Ramos, as they have not been able to sell Kylian Mbappe.
PSG reached an agreement to buy Dembele from Barca for $55 million, but are negotiating to split the payment to avoid violating financial fair play. Previously, the French team spent about $170 million to buy Hugo Ekitike, Manuel Ugarte, Lee Kang In, Lucas Hernandez and Xavi Simons.
With the Goncalo Ramos deal, PSG no longer has the budget to buy him outright. They have to sign a loan contract for the 2023-2024 season, with an option to buy next year for $77 million, or $70 million plus $17 million in additional fees.

In addition to Dembele and Ramos, PSG is also pursuing Kolo Muani (Eintracht Frankfurt) and Bradley Barcola (Lyon). However, they cannot buy these two players if they cannot sell Mbappe.
Mbappe is currently receiving a total salary and bonuses of up to 220 million USD per year, accounting for a large part of the team's budget. If he overspends and violates financial fair play rules, PSG could be fined or banned from transferring.
They paid half of Mbappe's $44 million loyalty fee in early August, and if the 24-year-old stays until September, the club will have to pay the rest.
PSG and Mbappe's contract only runs until June 2024. Since Mbappe refused to extend it until June 2025, PSG is selling him to recoup the transfer fee. The problem arose when PSG demanded around $200 million, while Real, Mbappe's preferred destination, did not want to pay too much for a player with only one year left on his contract. Al Hilal agreed to pay PSG $330 million, but Mbappe did not want to go to Saudi Arabia. On July 21, PSG put pressure on the Ligue 1 top scorer by removing him from the squad for the Asian tour. During this trip, the French team drew 0-0 with Al Nassr, lost 2-3 to Cerezo Osaka, 1-2 to Inter Milan and beat Jeonbuk 3-0.
During PSG's tour, Mbappe has been training with the youth players at the Poissy Training Center. The team will return on August 7, but Mbappe could be out of action again while his future is resolved. PSG kick off the new Ligue 1 season against Lorient on August 12.
