Ho Chi Minh City Department of Education and Training advises schools to extend the time for collecting tuition fees from students.
This year, schools implemented the collection according to Resolution 04 of the Ho Chi Minh City People's Council, so they issued notices of tuition payment later than previous years. This caused parents to worry about paying a lot of money at once in a short period of time.

Although this is a fee that "should be paid in advance or later", some parents believe that the city-level regulations should be implemented as soon as possible to make it easier for parents to pay and for the school to collect the money. If it is all at once, even though parents know that their children's tuition is an amount that must be prepared, it will still cause parents a heavy burden and pressure.
Talking to Thanh Nien Newspaper reporters, school principals all acknowledged that receiving tuition receipts from their children at a time like now causes certain difficulties for parents. However, one principal said that issuing receipts is a legal requirement, but parents should not worry about having to pay all at once as schools have a time limit.
For example, at Nguyen Du Secondary School (District 1), Ms. Nguyen Doan Trang, the school's principal, informed the schedule for issuing receipts as follows: At the end of October, parents will receive receipts for September, then a week later the school will issue receipts for October. Starting from mid-November onwards, the school will issue receipts according to the actual month.
In addition, Ms. Trang affirmed: "Issuing receipts is a must for the school, but parents are not required to pay at the same time for each month. The school board will notify the homeroom teacher and the finance department to announce the tuition payment period for one month so that parents can rest assured."
Similarly, Mr. Nguyen Anh Tuan, Principal of Le Van Tam Secondary School (Binh Thanh District), said that after the People's Committee of Binh Thanh District issued a framework for implementing the collection, at the end of October, the school will organize a meeting with parents and agree on and approve the school's collections. In early November, the school will issue receipts for the prescribed fees such as boarding facilities fees, boarding fees, electricity, water, meals, etc. for September and October.
According to the Principal of Le Van Tam Secondary School, parents can extend the time to pay tuition for their children until early December, which means they have about 30 days to prepare.

Ms. Luong Du Mai, Principal of Cach Mang Thang Tam Secondary School (District 10), informed that 2 weeks ago, the school distributed receipts for tuition, meals, etc. for September. And the payment period will last until around November 10, when the school will issue receipts for October. "To ensure that parents are not 'discouraged', the school has set aside about 20 days for parents to pay each month, instead of requiring them to pay together for all the months their children have attended," Ms. Mai said.
A leader of the Department of Education and Training of Tan Binh District said that the unit has requested schools to issue monthly tuition receipts so that parents can be proactive and prepare their families' finances, not combine tuition fees from each month into one receipt and force them to pay at the same time.
Regarding this issue, Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that this is the first year that Ho Chi Minh City has implemented Resolution 04. Therefore, districts and Thu Duc City must calculate and consider when issuing revenue and expenditure guidelines for educational institutions so that they are most suitable to their local characteristics. "In order not to create pressure on parents, the Department of Education and Training of Ho Chi Minh City reminds schools not to collect or combine fees and to extend the collection time," the leader of the Department of Education and Training emphasized.
