Principal requests refund and commitment
Speaking to Thanh Nien Newspaper reporter, Mr. Phan Thanh Phong, Principal of Vo Thi Sau Primary School (District 7), said that in the parent-teacher meeting at the beginning of the school year, the school requested that classes not mobilize any class or school funds and that homeroom teachers were responsible for implementing Circular 55 on the charter of the parent-teacher association to parents. The meeting minutes of all 52 classes recorded the implementation of the school's request.
Therefore, upon receiving the press's feedback on the morning of October 17, Mr. Phong said that he had summoned the parents' representative board and the homeroom teacher of class 2/9. The parents' representative board of class 2/9 admitted to calling on parents to contribute funds and to develop a budget that included items such as expenses for teachers, nannies, and classroom repairs as provided by the parents.
"What happened is very unfortunate. I have asked the Parent Association of Class 2/9 to refund the contributions of the parents. At the same time, I have reviewed the classes and asked the class representatives to make a commitment to the school to comply with the regulations of the Parent Association as stipulated in Circular 55."

At the meeting, a member of the Parents' Association of class 2/9 confirmed that the principal and homeroom teacher had thoroughly informed and reminded them about the regulations of the Parents' Association's activities. In addition, parents in the class wanted to have activities, create a playground, and a living space in the class, so they called for contributions. "However, during the discussion with parents in the Zalo group, the call for contributions was used, which did not reflect the voluntary spirit of Circular 55. This is also a lesson learned. We would like to apologize to the school and the homeroom teacher," said the representative.
A parent of the Parents' Association said: "We just sent this appeal in the Zalo group 2 days ago and have not received any comments from parents to explain. 35/41 parents have contributed a total of about 20 million VND and have not used it for any of the budget items. Therefore, when we received the information from the press, we were quite 'shocked'. The association admitted to the mistake in communicating the information in the parents' group. We will refund the money to the parents who contributed after this afternoon."
During the meeting, the Principal of Vo Thi Sau Primary School asked the board of representatives to learn from their experiences and consider carefully when implementing their work. "As the principal, I myself am also responsible and will be more strict in my work," said Mr. Phong.
