Deputy Prime Minister Le Minh Khai expressed his appreciation for the National Assembly deputies who had many enthusiastic, responsible and practical questions related to the fields of investment, finance and banking, thereby suggesting to the Government many meaningful solutions in the management work in the coming time.
Deputy Prime Minister Le Minh Khai stated: In the question and answer session, Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Ho Duc Phoc and Governor of the State Bank of Vietnam Nguyen Thi Hong tried to clarify the issues raised by the delegates.
Among these, there are issues that have been seriously directed, organized and implemented, and have achieved specific results. However, there are also extremely complicated issues that require time, additional resources, and unity throughout the system to be implemented effectively.
Many goals and policies for economic restructuring have been effective.
Responding to the question of delegate Phan Viet Luong (National Assembly delegation of Binh Duong province) about economic restructuring, Deputy Prime Minister Le Minh Khai stated: Our country is developing. The economy is in transition, starting from a low point, with high openness, limited resilience to adverse external impacts, especially very limited competitiveness. Therefore, the Party Central Committee has directed the restructuring of the economy.
Implementing the Party's policy, the National Assembly issued Resolution No. 31/2021/QH15 on the Economic Restructuring Plan for the 2021-2025 period. Based on this Resolution, the Government issued Resolution No. 54/NQ-CP promulgating the Action Program to implement the Resolution of the National Assembly. In which, the Government clearly stated the objectives, specifically identified 102 tasks and solutions, on that basis, ministries, branches and localities focused on organizing implementation.
However, this is a 5-year program, having only been implemented for 2 years, so many contents have not been fully completed. Currently, 37 tasks have been completed and have documents; 28 tasks are being implemented, being completed and submitted to competent authorities for approval; 37 tasks are being implemented according to plan.
After 2 years of implementation, many goals and policies have been effective, such as: creating room for flexible use of fiscal and monetary policies, contributing to maintaining macroeconomic stability, controlling inflation, supporting growth, etc.
Markets (stocks, corporate bonds) continue to develop. Recently, the individual corporate bond market was launched. For the stock market, we are currently striving to upgrade it from a frontier market to an emerging market. At the same time, we continue to develop the business force according to the set goals; transportation infrastructure also has strong development,...
Deputy Prime Minister Le Minh Khai also frankly admitted that there are still some targets that have not been achieved and that efforts need to be made to achieve them in the coming time, such as the target of increasing labor productivity and the proportion of spending on science and technology. In addition, the economic structure and growth model have not changed significantly.
In the coming time, the Government will continue to focus on perfecting the legal system to remove barriers and promote the process of economic restructuring. Accelerate the completion of restructuring goals in key areas.
Effectively implement solutions to promote the development of business forces, especially domestic enterprises. Focus on promoting the leading role in innovating the growth model of large cities and growth poles, promoting labor productivity growth.
Promote the transformation of industries towards modernization, develop green and sustainable economy, develop new industries, high-quality services; synchronously develop all types of markets….
The Government, together with ministries, branches and localities, continue to focus on enhancing the sense of responsibility to quickly and effectively implement the assigned tasks.
Investing in education, culture and society is investing in people, investing in the sustainable development of the country.
Regarding the allocation of the state budget for education, culture and society, Deputy Prime Minister Le Minh Khai said that recently, the National Assembly and the Government have paid attention to and allocated resources for these areas.
According to current regulations, 20% of total budget expenditure must be allocated to the education and training sector. In fact, on average, we have allocated about 14.7% of total budget expenditure to education and training each year. The medium-term public investment plan for the 2021-2025 period also allocates about 3.7% of total development investment expenditure of the central budget to the education, training and vocational education sectors.
At the same time, the Government also pays attention and allocates resources to the cultural sector and the construction of cultural institutions. Recently, nearly 2,000 billion VND has been allocated to restore historical and cultural relics.
However, state budget resources have not yet met the demand and are still scattered. In implementation, there is still a situation of allocation many times a year, not fully using the budget.
In the coming time, the Government will base on the Party's policies and the law to continue to focus on directing the synchronous implementation of the following solutions:
First of all, it is necessary to persevere in the view that investment in education and training, culture and society is investment in people, investment in sustainable national development.
Pay attention to allocating state budget resources for the two fields of education and training, and culture. In the context of limited state budget resources, it is necessary to promote social activities and mobilize social resources to the maximum. At the same time, research, amend and supplement specific legal regulations, mechanisms and policies on investment, finance and public-private partnership to mobilize socialization.
Urgently develop and complete the National Target Program on Cultural Revitalization. In this Program, resources will be prioritized for key goals.
Strengthen financial discipline and order; promote the role and responsibility of leaders, and speed up disbursement in this field.
Urgently amend Decree No. 32 on assigning tasks of ordering and bidding to improve transparency and efficiency in the use of the state budget.
Strengthening the responsibility of leaders related to equitization
Regarding the issue of equitization and divestment of state-owned enterprises, Deputy Prime Minister Le Minh Khai frankly stated: Even in the previous term and the first half of this term, the restructuring of state-owned enterprises, equitization, and divestment were still slow. In the previous period, only 30% was achieved. In the first 10 months of 2023, the results achieved in this work were also very modest.
Regarding the cause, the Deputy Prime Minister said: Firstly, it is due to the instability of the domestic financial market. In particular, the impact of the COVID-19 pandemic has limited the equitization work as well as the investment demand of investors.
On the other hand, due to the characteristics of the current equitized enterprises, the remaining enterprises have great difficulties in equitization,... In the recent past, when equitizing, there were some corporations that did not attract much social participation (only about 1%). For small and medium-sized enterprises providing public services, equitization is also very difficult.
In particular, the procedures, processes, and legal regulations related to this issue are very complicated... leading to the equitization and divestment of state-owned enterprises not being as expected.
The Government and the Prime Minister have focused on directing, and in the coming time will continue to direct sectors and levels to implement solutions to accelerate the progress of equitization and divestment. Continue to review and strengthen the responsibility of leaders related to equitization, especially representatives of owners and agencies representing state capital owners.
Regarding the review and handling of responsibilities for organizations and individuals who violate the provisions of the law on thrift and anti-waste, the National Assembly has supervised and issued Resolution No. 74 dated November 15, 2022 of the National Assembly. Based on the Resolution of the National Assembly, the Government has an Action Program, assigning specific tasks to sectors and levels.
However, the implementation results of the ministries and branches have not been as expected. In the coming time, the Government and the Prime Minister will direct relevant ministries and localities to continue to strictly implement the proposed solutions; at the same time, handle violations and shortcomings so that the work of practicing thrift and combating waste can be carried out effectively.
Regarding the practical situation of applying legal regulations related to regular expenditure and public investment expenditure, Deputy Prime Minister Le Minh Khai suggested that the National Assembly Chairman and the National Assembly Standing Committee assign the Government to continue reviewing legal documents and, based on the practical situation, propose a comprehensive and definitive solution to this issue.
