
The leaders of the Provincial People's Committee reported to the Deputy Prime Minister on the implementation situation and outstanding results of the implementation of tasks in the first 6 months of the year. Since the beginning of the year, Dien Bien province has been affected by 26 natural disasters. The consequences have resulted in 9 deaths, 4 missing people, 12 injured people; 1,365 houses damaged; over 1,719 hectares of agricultural land damaged; 351 buffaloes, cows and 25.33 hectares of aquatic products swept away. Floods have caused damage to many infrastructure works in transportation, irrigation, electricity, telecommunications, health care, and education. The total estimated damage from the beginning of the year to August 2, 2024 is about 256.5 billion VND (the heavy rains causing floods, flash floods, and landslides from July 23 to August 2 caused about 211.5 billion VND).
Dien Bien province proposed that the Government consider adjusting the target of 45 communes leaving the extremely difficult areas to 32 communes by 2025; for communes after being recognized as meeting new rural standards, they will continue to enjoy the policies of regions II and III for at least one year after the recognition decision to ensure social security in rural areas, especially for ethnic minority households and households that have just escaped poverty. The Ministry of Agriculture and Rural Development is requested to study and provide guidance for localities to implement according to the provisions of Clause 2, Article 3 of Circular No. 55/2023/TT-BTC dated August 15, 2023 "For the purchase of plants, livestock and goods and services directly produced by people"; consider, propose and submit to competent authorities to promptly issue amended and supplemented documents so that activities to support breeding animals for people to develop production can be implemented in the following years.

Members of the Deputy Prime Minister's working delegation answered and responded to a number of recommendations from Dien Bien province according to their authority. At the same time, the province was requested to review and supplement vulnerable areas with changes in terrain, geology, water gathering points and have appropriate response plans; maximize the local forces to participate in overcoming damage caused by natural disasters and improve the effectiveness of search and rescue; organize search and rescue drills suitable for the locality, focusing on organizing drills at night. Timely support people to stabilize their lives; improve and support production in disaster areas. Regarding the implementation of projects to support production of national target programs, the Ministry of Agriculture and Rural Development is currently in the process of amending circulars and guidelines, expected to be issued in November 2024 so that localities have a basis for implementation.

Concluding the working session, Deputy Prime Minister Tran Luu Quang acknowledged the socio-economic development results and ensured national defense and security of Dien Bien province in the first 6 months of the year. In order to perform well the tasks in the last months of the year, the Deputy Prime Minister requested that Dien Bien province have synchronous and drastic solutions to accelerate the disbursement of public investment capital in 2024. Continue to review and make recommendations to the Government on the province's master plan, focusing on land use indicators according to the plan; develop renewable energy.

Regarding the work of overcoming natural disaster damage, the Prime Minister decided to provide emergency support of 10 billion VND to Dien Bien province to overcome flood damage and stabilize the lives of people in disaster-hit areas. Regarding the funding source for overcoming the consequences of natural disasters, the People's Committee of Dien Bien province has a specific document to submit to the Government for consideration and resolution as soon as possible. Provincial authorities need to monitor weather developments, strengthen warning and forecasting work; review and prepare scenarios and plans to deal with extreme natural disasters; ensure the safety of dams during the rainy season; strengthen information and communication work for the Steering Committee for Natural Disaster Prevention and Search and Rescue at all levels and the people.
