At the City Party Committee conference on the plan to streamline the city government apparatus on the afternoon of February 11, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, said that 34 cadres under the management of the Standing Committee of the City Party Committee wished to retire early to facilitate the city in arranging and assigning cadres.
Among them were Mr. Le Khac Nam, Vice Chairman of Hai Phong City People's Committee; Ms. Dao Khanh Ha, Head of the City Party Committee's Propaganda Department and Mr. Le Ngoc Tru, Secretary of Hong Bang District.
Mr. Nam and Mr. Tru are not eligible for early retirement to reorganize the apparatus, but they volunteered to retire early from March 1. "The comrades want to retire early to create opportunities for young cadres to contribute, demonstrate their seniority and responsibility in guiding the young generation of the city," said Mr. Chau.
Mr. Le Khac Nam, 61 years old, was Director of the Department of Construction, Chairman of the People's Committee and then Secretary of Do Son District. From 2011 to present, he has been Vice Chairman of the People's Committee of Hai Phong City.
Ms. Dao Khanh Ha, 55 years old, has about two years left in her career. She is a female cadre who has been trained and matured through many positions and has a lot of experience in propaganda and Party building work.
Regarding the plan to streamline the apparatus, the City Party Executive Committee agreed to merge the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department into the City Party Committee's Propaganda and Mass Mobilization Department; merge Hai Phong Newspaper and Hai Phong Radio and Television Station into the Hai Phong City Press and Communications Center.
The Hai Phong City Party Committee agreed in principle to have the City People's Council resolve to merge the Department of Planning and Investment and the Department of Finance with the new name of the Department of Finance; the Department of Transport and the Department of Construction into the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Environment; the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to establish the Department of Home Affairs and merge the Department of Culture and Sports and the Department of Tourism to establish the Department of Culture, Sports and Tourism.
Hai Phong City maintains the organizational model of the Department of Foreign Affairs due to its border, many foreign projects and the number of departments not exceeding the permitted number.
