According to the Decision, Minister of Natural Resources and Environment Do Duc Duy is assigned to assume the position of Permanent Vice Chairman of the Vietnam Mekong River Commission, Member of the Council of the International Mekong River Commission of Vietnam.
This Decision takes effect from the date of signing (September 24, 2024); replaces Article 1 of Decision No. 892/QD-TTg dated July 25, 2023 of the Prime Minister on the assignment of the Permanent Vice Chairman and Vice Chairman of the Vietnam Mekong River Commission.
* The Vietnam Mekong River Commission is an inter-sectoral coordination organization, assisting the Prime Minister in directing and managing inter-sectoral, inter-provincial and inter-national activities to effectively and sustainably manage and use water resources and related resources in the Mekong River Basin, including the Mekong River Basin and the Sesan - Srepok River Basins of Vietnam, in accordance with the provisions of the Agreement on Cooperation for Sustainable Development of the Mekong River Basin, the Law on Water Resources, the Law on Environmental Protection and relevant legal documents.
The Vietnam Mekong River Commission is responsible for researching and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral, and transnational issues in the Mekong River Basin, including the Mekong River Basin and the Sesan - Srepok River Basin of Vietnam.
In addition, it assists the Prime Minister in directing, coordinating and harmonizing ministries, sectors, localities, international, regional and domestic organizations and partners and relevant individuals in monitoring, inspecting and supervising the implementation of inter-sectoral activities in the Mekong River Basin, including the Mekong River Basin and the Sesan - Srepok River Basins of Vietnam.
At the same time, assist the Prime Minister in urging ministries, branches, localities and relevant organizations and individuals to: Implement the Agreement on Cooperation for Sustainable Development of the Mekong River Basin and related regulations and procedures; implement inter-provincial river basin water resource planning; environmental and specialized planning for exploitation and use of water resources in the Mekong River Basin and Se San - Sre Pok River Basin; implement approved programs, plans and projects in the Mekong River Basin and Se San - Sre Pok River Basin.
Organize scientific and technological research and propose solutions to minimize the impact of socio-economic development activities of upstream countries on Vietnam's territories in the Mekong River Basin in the context of climate change; the impact of Vietnam's socio-economic development activities in the Mekong River Basin has cross-border impacts.
Monitor and supervise the development of water resources, activities of using, protecting and sustainably developing water resources and related resources in the Mekong River Basin to ensure fair and reasonable use of Mekong River water resources, protect Vietnam's interests through master planning, cooperation projects and scientific and technological research for the Mekong Basin, especially projects on the mainstream.
