Thereby, contributing to arousing endogenous strength, creating a driving force for sustainable development in the era of national development.
After 1 year of implementing Resolution No. 17-NQ/TU of the Provincial Party Committee and Plan No. 383-KH/TU of the Provincial Party Committee Standing Committee, the awareness of the entire political system and people about the role and importance of promoting cultural values and human strength in building and developing the socio-economic system and building the political system has been raised. The contents of the system of human values of Quang Ninh with the characteristics of "Courage - Self-reliance - Discipline - Solidarity - Affection - Generosity - Creativity - Civilization" and the system of values of the province "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people" have been imbued, creating a permanent awareness and slogan in each cadre, party member and citizen.
In the context of global integration with new difficulties and challenges, agencies, units and localities in the province continue to promote the implementation of Resolution No. 17-NQ/TU. In which, focusing on leadership and direction in mobilizing and promoting all resources to develop culture and people of Quang Ninh in accordance with the characteristics of agencies, localities and units.
Head of the Propaganda and Mass Mobilization Department of Ha Long City Party Committee Phan Thi Hai Huong said: Continuing to implement Resolution No. 17, Ha Long City focuses on promoting the development of heritage economy, in which cultural and natural heritage are identified as resources and growth drivers, creating a breakthrough in economic development, enhancing the value of local brands. Ha Long is expected to become a city of flowers and festivals.
In 2025, the city will continue to organize large-scale festivals such as the festival of Duc Ong Tran Quoc Nghien Temple, the Carnaval festival... along with many tourism products built on the foundation of the unique cultural features of the heritage area. Including music listening services on restaurant ships, overnight ships on Ha Long Bay; community tourism products, discovery, experience are put into service for tourists on the basis of exploiting and promoting the nature of mountains and forests, the cultural identity of the highlands such as Am Vap Farm in Ky Thuong commune, the agricultural tourism area in Dong Dang village (Son Duong commune)... The city continues to strengthen international cooperation and integration; innovate and improve the quality of cultural, sports and tourism programs and events associated with promoting the culture and people of Ha Long - Quang Ninh...
Units and localities have also focused on reviewing, developing investment plans, upgrading, improving the effectiveness and efficiency of management and exploitation, and promoting the effectiveness of cultural and sports institutions at the grassroots level, in order to serve and meet the more diverse needs of local people.

Currently, the province is urgently speeding up the progress of the project "Piloting the formation and development of high-tech cultural industrial parks in Ha Long City" and the project "Piloting the establishment of the Quang Ninh Cultural Industry Development Support Center", striving to complete in the second quarter of 2025.
The correct policies and the active participation of the entire political system in focusing on cultural and human development have, are and will continue to contribute significantly to building the stature of Quang Ninh according to the value system of "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people", realizing the goal of making Quang Ninh a model province, rich, beautiful, civilized and modern in the era of the country's rise.
