By the end of 2022, Quang Ninh province had basically achieved the contents according to the National Criteria for Provinces and Cities, completing the task of building new rural areas in the 2021-2025 period. Contributing to the success were the active contributions of cooperatives.

The advantage of cooperatives is that members are closely linked in production, helping each other with knowledge, experience, and capital. Many cooperatives have built value chains in production, focusing on developing and mobilizing capital contributions from members. Through cooperatives, production development has been promoted, output and product quality have been increased, value and income have been raised, farmers' lives have been improved, and the restructuring of the agricultural sector and the construction of new rural areas have been contributed.

With 6,000km2 of sea surface and 250km of coastline, Quang Ninh has strengths in aquaculture, especially marine aquaculture. People in coastal areas of Quang Ninh are familiar with fishing and aquaculture, which annually produces large aquatic products. Determining that their lives will be linked to the sea for a long time, quite early, some farmers in Ha Long commune (Van Don district) connected and established the Phat Co aquaculture cooperative.

During the production process, members of the cooperative contribute production materials, which are water surface areas assigned for aquaculture, contribute capital to import breeds, animal feed, and contribute working days. Thanks to that, the cooperative achieves high efficiency in production, increases income, and improves the lives of members. The cooperative is currently highly effective in raising mollusks, marine fish, and seaweed of all kinds. This is a typical cooperative in using standard HDPE floating materials in aquaculture at sea, typical in organizing aquaculture combined with tourism. Aquaculture combined with tourism of Phat Co is increasingly consistent with the agricultural restructuring strategy that the province has proposed.

Binh Kien Aquaculture Cooperative (Tien Phong Commune, Quang Yen Town), with Mr. Pham Van Binh as Director, was established in 2023. Mr. Binh has connected with 6 pond owners to cooperate in production. Currently, the Cooperative has more than 10 hectares of ponds for raising tiger shrimp, sea crabs, fish and estuary oysters. The farming technology focuses on taking advantage of natural food sources in estuaries, supplementing a small amount of fresh food or industrial food, thereby ensuring product quality. During each stocking or harvesting season, the Cooperative members provide a number of aquaculture material services and purchase aquatic products in the region. This development direction has brought and is bringing development advantages to the Cooperative.

Dong Trieu Town currently concentrates a large number of cooperatives. The advantage of Dong Trieu is that the technical infrastructure system and production infrastructure have been invested synchronously, especially the farming level of farmers has been improved, forming the habit of chain production, aiming at local agricultural products with strengths and competitive advantages in the market.

Binh Duong Agricultural Service Cooperative has implemented models of producing Korean chili, sweet corn, raising fish, raising frogs, and raising eels in mud-free canvas tanks. This is a cooperative model that Dong Trieu Town Farmers' Association has high expectations for because of the dynamism of each member, who has been proactive and creative in production models, especially in accessing and applying modern technology to production.

The model of raising eels in mud-free tarpaulin tanks is a clean eel farming technique, ensuring biological safety. Farmers proactively create substrates for eels to live in, automatically change water according to the program, ensuring the eel's living environment is always clean. The eel's food source is in the form of floating pellets, ensuring nutrition and dosage, avoiding excess food. From this process, the eels grow healthily, the cooperative's commercial eel products have delicious meat quality, meeting market demand.

The province currently has over 650 cooperatives, mostly in rural areas. Cooperatives have actively contributed to building new rural areas, developing OCOP products, and promoting the shift of agricultural economic structure in the province.
