*Mr. Nguyen Hoa, Chairman of Ngu Hanh Son District People's Committee: Preventing tax losses goes hand in hand with nurturing revenue sources.

The accumulated state budget revenue of Ngu Hanh Son district from January 1, 2024 to December 31, 2024 was VND 1,335.3 billion, reaching 184.2% of the estimate and equal to 160.1% compared to the same period in 2023. Of which, revenue excluding land use fees was VND 1,003.2 billion, reaching 174.5% of the estimate and equal to 163.9% compared to the same period in 2023.

To achieve the above results, from the beginning of the year, the District People's Committee directed units to coordinate with the Tax Department of Son Tra - Ngu Hanh Son area to deploy the work of urging and enforcing tax debts for enterprises according to regulations, and at the same time send documents to the tax authorities managing units with tax debts arising in Ngu Hanh Son district.

Regarding the prevention of revenue loss in key areas, the district strengthens tax management in the service sector (food and beverage business, accommodation, construction materials, etc.), collects private construction tax, house rental activities, property rental, etc. At the same time, the district coordinates to implement digital tax collection, resulting in 160 businesses and 40 households declaring and registering electronic invoices generated from cash registers, reaching a rate of 172.4% compared to the registered plan.

The District People's Committee directed departments, offices, and units to coordinate with the Regional Tax Department to implement software to build and deploy the use of electronic receipts for non-agricultural land use tax collection for households throughout the area. Currently, all tax collection agencies of wards in the district have used electronic receipts to collect non-agricultural land use tax.

In 2025, the district will continue to promote budget collection with effective and synchronous solutions, combat tax losses along with solutions to nurture revenue sources, and strengthen propaganda to raise taxpayers' awareness of law compliance.

E-commerce tax collection is a big problem not only in Vietnam but also in countries with strict and modern tax supervision systems. The main reason comes from the flexibility and technological characteristics of electronic transactions, often encrypted data, and anonymous (no identity verification, only codes).

In Vietnam, the e-commerce market has great potential with high growth rate and diverse business forms, so it is inevitable that tax loss will occur. Currently, e-commerce tax loss mainly comes from: business entities not declaring taxes, not fully declaring taxable revenue or doing business in special types that have not determined tax, mainly the first two forms.

The causes of this phenomenon can be attributed to the fact that tax regulations are not yet appropriate, the monitoring ability of tax and related agencies in the online environment is limited, and the awareness of tax laws among business people is limited.

To combat tax losses, the tax sector needs to have an effective electronic transaction monitoring system, allowing the tracking of transactions occurring in the area; develop appropriate tax policies, promote voluntary tax declaration based on the balance between the benefits and costs of tax payment and the risk of tax penalties.

In the long term, the tax sector in general should develop a policy to encourage voluntary declaration and payment of e-commerce taxes based on the principle that tax payment is much more beneficial than tax evasion. In addition, the most fundamental solution to combat e-commerce tax losses is to build a personal and corporate income data system to monitor financial fluctuations.

The tax sector also needs to invest in online monitoring systems to collect information, combined with data from the banking, industry and trade, and customs sectors to collect and punish violations.

* Ms. Ho Thi Cam Nhung , Chairman of Hoa Xuan Ward People's Committee (Cam Le District): Increase revenue from land tax and construction tax

The total budget revenue in the area in 2024 is 43.58 billion VND, reaching 157.33% of the assigned plan. The ward soon identified the main source of local revenue as private construction tax and non-agricultural land use tax.

Therefore, the Ward People's Committee focuses on propagating and mobilizing families licensed to build houses to provide a list of contractors to request declaration and payment of private construction tax (or contractor owners to request declaration and payment on their behalf).

To facilitate households in declaring and paying non-agricultural land use tax, from the beginning of the year, the Ward People's Committee issued a document instructing people to go to the Cam Le - Hoa Vang Tax Department to declare and pay taxes according to regulations, assigning 1 civil servant in charge of guiding the declaration and making the form.

At the same time, the Ward People's Committee directed the ward's financial officials to coordinate with the tax team to review, guide and urge households and individuals doing business on e-commerce platforms and digital platforms to declare and pay taxes according to regulations.

In 2025, the ward will continue to promote budget collection solutions: regularly monitor business households and individuals who are granted tax extensions, deferrals, and reductions to properly implement them and urge them to pay to the State budget when the tax extension or deferral period expires.

Closely coordinate with relevant units to prevent revenue loss in the field of private construction tax and non-agricultural land use tax. In addition, strengthen information and propaganda on tax policies and tax administrative procedures, focusing on the implementation of the Law on Tax Administration and documents guiding the implementation of the Law on Tax Administration.

* Ms. Le Thi Ni Ni , Sales Director of MISA Corporation Representative Office in Da Nang: Continue to coordinate to expand the use of electronic invoices

In order to promote the transition to electronic invoices, businesses will soon coordinate with state management agencies in Da Nang to review and implement solutions to strengthen tax management and support businesses in implementing electronic invoices according to regulations.

This cooperation not only helps businesses comply with legal regulations but also contributes to promoting digital transformation, improving management efficiency and transparency in business operations in Da Nang. Specifically, e-invoices help businesses cut up to 90% of costs compared to paper invoices, including printing, storage, transportation and preservation costs.

Businesses can easily look up and compare invoices quickly, minimizing errors in the process of processing and managing invoices. In addition, the application of modern technology helps prevent counterfeit invoices, ensuring transparency and reliability in transactions.

In the coming time, MISA will continue to coordinate the implementation of electronic invoice solutions that fully meet the requirements of tax authorities, contributing to the modernization of tax management.
