(QNO) - On August 15, the Provincial People's Committee issued an official dispatch requesting departments, branches, localities, universities, colleges, vocational education and general education institutions in the province to promote the implementation of health insurance for students in the 2023-2024 school year.
To achieve the goal of 100% of students participating in health insurance in the 2023-2024 school year, the Provincial People's Committee requested the Provincial Social Insurance to preside over and coordinate with relevant departments, branches, press and media agencies to strengthen propaganda and dissemination of policies and laws on health insurance for students; on the responsibilities and rights of students when participating in health insurance.
Coordinate with the Department of Education and Training to review educational institutions with a health insurance participation rate of less than 100% to have a plan to mobilize students to participate; regularly monitor, inspect and supervise the implementation of health insurance policies for students; evaluate the results of health insurance for students and promptly reward collectives and individuals with achievements in implementing health insurance for students.
Coordinate with the Department of Health and medical examination and treatment facilities to effectively implement primary health care and promptly resolve problems arising during the process of health insurance examination and treatment for students.
Direct the Social Insurance of districts, towns and cities to coordinate with the Department of Education and Training to implement health insurance for students in the 2023-2024 school year, ensuring 100% of students participate; organize well the guidance on procedures, documents, contribution levels, collection and payment process; transfer primary health care funds and pay remuneration to educational institutions promptly and in accordance with regulations.
The Department of Education and Training presides over and coordinates with the provincial Social Insurance to guide the implementation of health insurance for students in a unified manner throughout the province. Directs the Departments of Education and Training and affiliated educational institutions to propagate and mobilize students to participate in health insurance.
Assign health insurance participation targets to each educational institution and make health insurance participation targets for students one of the criteria for evaluating the unit's task completion level.
Fully implement the directive documents of the Government, the Ministry of Education and Training, the Provincial Party Committee, and the Provincial People's Committee on the implementation of the roadmap towards universal health insurance to cadres, teachers, students and parents. Mobilize students who are no longer eligible for State-purchased and issued health insurance cards to continue participating in student health insurance. Strive to achieve 100% of students participating in health insurance by the end of the 2023-2024 school year.
Preside and coordinate with the Department of Health to improve the school health network to provide primary health care for students.
Universities, colleges, vocational training institutions, and general education institutions in the province organize propaganda and dissemination of regulations on health insurance policies for students; on responsibilities and rights of students when participating in health insurance.
The People's Committees of districts, towns and cities continue to direct the Department of Education and Training and schools in the area to coordinate with the Social Insurance agency to effectively propagate the Law on Health Insurance in appropriate forms, especially in localities where the rate of students participating in health insurance in the 2022-2023 school year has not reached 100%.
