National Assembly delegates of Quang Nam province propose many solutions to achieve the growth target of 8% or more

Delegate Le Van Dung highly agreed with the Government's proposal with a growth target of 8% or more, as a premise to accelerate the country's economic development in the coming period; as a basis to realize the goals set by the Party on the occasion of the 100th anniversary of the Party's founding, the 100th anniversary of the country's founding, bringing the country into a new era.

The growth target of 8% or more in 2025 is a huge challenge, according to delegate Le Van Dung, not only relying on political determination but also requiring specific solutions and scenarios to achieve this goal. The Government's report also analyzed, evaluated and proposed specific solutions, with the spirit of "discussing action, not retreating".

First of all, delegate Le Van Dung affirmed that there is room for implementation because currently: (1) The export of goods has reached the 400 billion USD mark, having had a trade surplus for 9 consecutive years, which not only demonstrates Vietnam's position in competing in trade with foreign countries but also affects GDP, increases foreign exchange reserves, and ensures national financial security; (2) Inflation has been controlled according to the target for 11 consecutive years; (3) Foreign investment capital has increased; (4) Unemployment and underemployment rates have decreased; (5) International visitors to Vietnam continue to increase, the economy recovers after the COVID-19 pandemic; (6) In 2024, all 15/15 targets set will be achieved and exceeded; (7) A series of agendas, diplomacy, and trade continue to reap many new victories.

Delegate Le Van Dung stated that there is still a lot of room for economic development in our country. The important issue is how to revive, unblock and put the country's resources into development. To do that, the delegate proposed the following contents:

Firstly, our Party and State are resolutely implementing Resolution 18 with the goal of streamlining the political system's apparatus, making it operate effectively and efficiently, perfecting the legal system to mobilize the strength of the whole society; reducing regular expenditures, and prioritizing reasonable resources for development investment.

It is important to maintain a reasonable scale of public investment, maintaining a significant proportion of development investment expenditure is very important to achieve the set scale and growth rate. At the same time, implementing effective measures to improve the efficiency of public investment, having a mechanism to encourage private participation in the public investment sector, the expansion of public investment by the Government through proactive fiscal policy will bring about a "pull-over effect" for private investment. Private investment should be used as a new driving force for the next stage of growth in stimulating aggregate social demand.

Second, the country's resources, especially land, need to be put to use, avoiding waste. It is necessary to promote administrative procedure reform in the land sector, create a favorable transaction environment for people and businesses, and release this important resource. At the same time, focus on resolving obstacles, tightening discipline and order in putting land into use, and soon end the situation of suspended planning and abandoned land.

The delegate cited that the current situation still has golden lands in prime locations, urban centers; potential locations for tourism and services but have not been put into use, exploited, abandoned, very wasteful, causing loss of aesthetics and many other consequences.

Third, accelerate the implementation and put investment projects into operation. The State must accompany enterprises and investors, promptly remove difficulties and obstacles, and shorten the time to realize the idea into an operational project as quickly as possible.

Delegates said that many projects take many years to implement, procedures are very cumbersome and complicated, implementation encounters many obstacles, especially in the site clearance stage; accordingly, investment opportunities will pass by, many investors will be burdened with debt to the point of bankruptcy, the country will lose the driving force for growth.

Fourth, along with internal strength, it is necessary to further promote the attraction of FDI capital sources, which will be one of the important driving forces for the target of 8% and double-digit growth in the coming period. Vietnam is proud to have a stable political system, a secure security environment, and good foreign relations; but clearly we are still at a disadvantage in attracting FDI capital due to the lack of open institutions and high competitiveness. Therefore, delegates proposed institutional reform, boldly creating breakthrough mechanisms and deep incentives to attract large investors to Vietnam, especially high-tech investors.

In addition to attracting new FDI capital, delegates suggested paying more attention to previous investors to continue to invest in expanding investment, developing production and business, and renewing the growth model. At the same time, it is necessary to prove to investors that this is a fertile land with many opportunities for growth and development if investing in Vietnam.

Delegate Le Van Dung also recommended that the National Assembly carefully consider the imposition of new taxes, fees, and policies that are detrimental to foreign investors who have invested effectively in Vietnam; and strictly comply with commitments to investors, ensuring safety when FDI enterprises invest in Vietnam.

The final issue is that public financial management must be prudent and effective, ensuring a balance between investment and regular expenditures to ensure economic growth and social stability, and improve people's quality of life.

With the proposed scenarios, along with the determination of the entire political system and the solidarity, consensus, and unanimity of the people, delegate Le Van Dung hopes to definitely achieve the growth target of 8% or more in 2025.
