Conference overview

Attending the conference were Deputy Prime Minister Le Thanh Long; former Vice President, President of the Vietnam Association for Promoting Education Nguyen Thi Doan; Minister of Education and Training Nguyen Kim Son; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc; representatives of central ministries and branches.

On the side of Vietnam National Oil and Gas Group (Petrovietnam), there were representatives of the Department of Communications and Corporate Culture, representatives of the Group's member units.

Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the need to continue promoting the achieved results and spreading the socialization movement more widely.

Reporting at the Conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that in 2013, the country had 41,397 public preschool and general education facilities, with a total of 553,181 classrooms. Of these, only 65.9% were solid classrooms. By 2023, the school and classroom system had significantly improved. The total number of classrooms nationwide increased to 628,571, of which 86.6% were solid classrooms, an increase of more than 20% compared to 2013.

The policy of socializing education has become a great driving force, arousing the spirit of community responsibility, while encouraging participation and contributions from socio-political organizations, businesses, organizations and individuals. In the period of 2013-2023, thanks to support from socialization, the whole country has built more than 36,000 classrooms and 1,300 public offices for teachers, with a total mobilized budget of about 33,000 billion VND.

Businesses, along with political and social organizations, agencies and unions have contributed thousands of billions of VND to build schools, classrooms and public housing for teachers across the country.

Deputy Minister Pham Ngoc Thuong emphasized that in order to continue promoting the achieved results and spreading the socialization movement more widely, the Ministry of Education and Training has set out a number of tasks such as: Continuing to strengthen the leadership of Party committees and authorities at all levels in promoting the socialization of education; Promoting communication work, raising awareness that the consolidation of schools and classrooms is the task of the entire political system; Strengthening school network planning; Encouraging the public-private partnership (PPP) model in building schools and public housing for teachers, reducing the burden on the state budget; Establishing a mechanism to closely monitor the mobilization and use of socialized resources, ensuring transparency and efficiency.

PVEP Deputy General Director Hoang Ngoc Trung: PVEP in particular and Petrovietnam in general always attach importance to and respond to the state's social security tasks and movements, especially in the field of education.

Speaking at the Conference, Mr. Hoang Ngoc Trung - Deputy General Director of the Oil and Gas Exploration and Production Corporation (PVEP) said that PVEP in particular and Petrovietnam in general always actively respond and stand side by side with state management agencies in performing tasks and responding to the state's social security movements, especially in the field of education.

Over the past 10 years, PVEP has implemented 95 programs to support the construction of schools and educational facilities across the country, especially in remote areas, border areas, and poor and disadvantaged localities with a total sponsorship value of more than VND 360 billion out of a total of more than VND 900 billion for social security programs in general. At the same time, PVEP also participates in sponsoring education through Youth Union programs and scholarship programs to encourage learning.

Along with that, in the period of 2013-2023, the Vietnam Oil and Gas Group and its member units have also made positive contributions to social security work through sponsoring the construction of many school projects across regions of the country. From the northernmost areas such as Ha Giang, Cao Bang, Lang Son, Yen Bai to the Central Highlands as well as the southernmost regions of the country such as Tien Giang, Hau Giang, Binh Dinh, Dak Nong... Accordingly, the Group and its member units have sponsored the construction of a total of 658 items/projects, including kindergartens, preschools, primary schools, junior high schools and high schools, boarding houses for students, public houses for teachers, and supported the purchase of equipment for studying and teaching... The total budget for this activity is more than 2,300 billion VND.

Petrovietnam's contributions in recent times have made an important contribution to improving the quality of education and training in remote areas where facilities are lacking, thereby demonstrating the Group's social responsibility, as well as its contribution to the development of education in Vietnam.

Through social security activities, PVEP in particular and Petrovietnam in general always affirm the important role of local authorities in presiding over the implementation of activities and building a community monitoring mechanism. At the same time, calling on local resources to participate in contributing to the construction of works; inspecting and supervising construction, ensuring progress and good quality. In addition, PVEP and Petrovietnam always maintain inspection and supervision in many forms to improve methods and implement works better and better.

Speaking at the conference, Deputy Prime Minister Le Thanh Long acknowledged and commended the education sector and related ministries, sectors, units, organizations, businesses, households and individuals for their important contributions to effectively implementing the socialization of education, especially the consolidation of schools and classrooms and the construction of public housing for teachers in the recent period.

The Deputy Prime Minister emphasized that, along with investment from the State budget, mobilizing social resources is an important resource to contribute to building infrastructure, spacious schools and classrooms, creating motivation to improve the quality of education. At the same time, he requested the Ministry of Education and Training, ministries, branches, central agencies and localities to continue to pay attention to and effectively implement the socialization of education in consolidating schools and classrooms and building public housing for teachers in the coming time.

Accordingly, the Deputy Prime Minister suggested that localities need to continue to review and adjust the school network planning to suit the socio-economic development conditions. Along with that, strengthen coordination between localities and units and enterprises, build appropriate support policies to encourage investment activities in education; encourage the public-private partnership (PPP) model to make the most of resources from the private sector, while reducing the burden on the state budget. In addition, it is necessary to establish a mechanism to closely monitor the mobilization and use of socialized resources, ensuring transparency and efficiency...

On this occasion, the Deputy Prime Minister expressed his sincere thanks to the agencies, units, organizations, individuals and businesses that have been contributing and investing in the education sector, for the cause of developing the country's education.

At the conference, the Ministry of Education and Training honored and commended organizations, businesses, households and individuals who have made many contributions to the socialization of school and classroom consolidation in the period of 2018 - 2023. In particular, Petrovietnam and its member units: PVEP, PV GAS, PVFCCo, PVCFC, BSR were honored to receive Certificates of Merit from the Ministry of Education and Training.

At the Conference, the Ministry of Education and Training also received funding from units and businesses to support the work of solidifying schools, classrooms and building public housing for teachers in the coming time. In particular, the Oil and Gas Exploration and Production Corporation (PVEP) has committed and awarded a sponsorship of 5 billion VND to build 8 classrooms at Bao Thanh Kindergarten, Phu Tho province. The project is expected to contribute to improving facilities, meeting the needs of learning and teaching, creating a space and a fully equipped learning environment for teachers and students to improve the quality of teaching and learning; meeting the needs of local educational development.
