Efforts to complete construction works and investment projects in Quy Chau

Promoting investment value

Among the projects in the 2023 basic construction investment portfolio, the construction of a bridge across the Hat River on the Chau Tien - Chau Binh inter-commune traffic route is of particular importance to Quy Chau district.

The bridge project across Hat River is designed with 4 spans of 33m, the total length of the bridge is 148.5m, the width is 7m, the road at both ends of the grade V mountainous bridge is 1,766.0m long, with a total investment of over 40 billion VND. After nearly 2 years of construction, the project has been put into use, ensuring convenient travel for people, contributing to the economic, social, defense and security development of the district.

Mr. Sam Van Bang, a resident of Hoa Tien 1 village, Chau Tien commune (Quy Chau) excitedly said: "The bridge across the Hat River was built in a modern and solid manner, helping people travel conveniently, expanding trade to all regions and especially there is no longer the scene of anxiety and fear when crossing the Hat River overflow point during the flood season like before."

In addition to speeding up the implementation of projects in the 2023 list, the People's Committee of Quy Chau district also regularly organizes inspections and surveys of many projects under the capital transferred from 2022, such as the construction of a new 2-storey school building (building block A) including 12 rooms and auxiliary items of Tan Lac Town Primary School, with a total construction investment of over 14.9 billion VND, which is being implemented to ensure compliance with requirements.

Teacher Tran Thi Le - Principal of Tan Lac Town Primary School (Quy Chau) said: "While waiting for the 2-storey school building to be built, teachers and students will still study at the old school area. It is expected that in 2024, teachers and students will move to a new school that ensures 2 sessions of teaching per day, has more functional rooms, a playground, a training ground, ensuring that students have the opportunity to participate in physical activities and sports... This is also a condition for the school to be considered for re-recognition of national standards level 2 and education quality assessment level 3".

Resolutely disburse capital

Right from the beginning of the year, the investment in construction and development has been focused on and directed by Quy Chau district to be implemented drastically, aiming to promote the rapid disbursement of public investment capital in 2023 to meet the plan. Accordingly, Quy Chau district issued decisions and notifications to investors to promptly organize the implementation of works and projects that have been allocated capital. At the same time, it directed specialized agencies to speed up the processing of documents related to public investment, creating the most favorable conditions for investors to implement.

In 2023, the total capital mobilized for basic construction in Quy Chau district is 349.6 billion VND to implement 89 projects. During the year, a number of key projects and large-scale projects were accepted and put into use (upgrading the Chau Binh - Chau Thuan - Chau Hoi - Chau Nga traffic route; the bridge over Hat River on the Chau Tien - Chau Binh inter-commune traffic route); in addition, focusing on accelerating the implementation progress of other projects outside the state budget (Hai Thuyen Trade Service Center; Hop Luc Wood Processing Factory).

As of December 1, 2023, the total planned capital disbursed was over VND 190 billion, reaching 54.4% of the assigned capital plan (of which the disbursed planned capital in 2023 was VND 117.1 billion; the planned capital in 2022 extended to 2023 was VND 73.1 million).

To further improve the disbursement of public investment capital and construction, Quy Chau district is continuing to pay compensation and hand over land for key projects; the target is that by January 31, 2024, the total disbursed capital will be over 349.6 billion VND, reaching 100% of the total planned capital. At the same time, the district will organize the acceptance and handover of 88 projects (including 65 transitional projects and 23 newly built projects) on December 31, 2023.

One of the most outstanding features of Quy Chau district in basic construction in recent years is that the district has focused on investing quite a lot and completing the traffic system, schools, stadiums, multi-function houses... Currently, the district roads have been invested in 100% asphalt, creating favorable conditions for people to travel, produce and attract and invite investment. The school system in the early days was not fully invested; there were no schools meeting national standards, no 2-storey houses were invested, but up to now the district has built many spacious schools that meet national standards. The school system has been invested synchronously from facilities to equipment serving teaching and learning of the Education sector.

To ensure the progress of projects and the quality of construction investment works in the area to attract investment and develop the socio-economy, in the coming time, the district will continue to monitor and direct investors to urge the acceleration of construction progress, disbursement of construction investment capital and improve the capacity of staff and employees; direct specialized units to focus on the planning, project establishment, survey, design, bidding and contractor appointment stages to ensure publicity and transparency; accelerate site clearance, actively mobilize people to agree on policies and implement on the basis of ensuring people's rights; focus on examining the settlement of completed projects, completely resolving outstanding works and slow settlement to reduce construction investment debt; at the same time, focus on completing procedures to protect the construction of projects.
