“Recently, my family received 100 million VND from the State, and I borrowed more from relatives and neighbors to rebuild this new house. Although there are still many difficulties, my family is trying to complete the house soon to stabilize our lives; to worry less when the rainy season comes,” Chinh confided.
According to statistics from districts, towns and cities in Lao Cai province, the flood caused by the circulation of storm No. 3 damaged nearly 7,000 houses; of which 758 houses were completely collapsed or severely damaged and had to be rebuilt, 1,383 houses had to be repaired, and 4,548 houses had to be urgently relocated from dangerous areas. The total funding needed to support the repair of housing damage is up to 470 billion VND. Specifically, support for building new houses and repairing over 104 billion VND; support for houses that had to be urgently relocated according to the decision of competent authorities is over 360 billion VND.
“In the tasks of overcoming the damage after storm No. 3 to stabilize people's lives and promote solutions to restore socio-economic development, housing issues are the top priority of Lao Cai province. In particular, for houses that have completely collapsed or been swept away by floods, priority support is needed,” Mr. Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee, stated.
Focus all resources
To deploy resource support to help people rebuild their houses, the Lao Cai Department of Labor, War Invalids and Social Affairs coordinates with localities to review and summarize households affected by storm No. 3; clearly define each target group so that the support is fair, in accordance with the regime and policies, and not missed. At the same time, advise and propose to the Provincial People's Committee housing support plans for groups of people with revolutionary contributions, poor households, and near-poor households; use relief funds, implement according to residential arrangement projects, and support funds from organizations and individuals; have solutions to implement a common and unified level of support for a housing content such as new construction, renovation, repair, etc.
At the online conference on the implementation of removing temporary houses, dilapidated houses and supporting the repair of housing damage caused by the recent storm No. 3, Mr. Dang Xuan Phong, Secretary of Lao Cai Provincial Party Committee, stated: Caring for the poor, the disadvantaged, people affected by storms and floods... is an important task. To complete thousands of houses affected by floods and quickly stabilize people's lives in a short time is a very heavy task. However, with the goal of completing houses completely collapsed by storm No. 3 by December 31, 2024 at the latest, the entire political system must get involved.
