In September 2019, the Cam Lo - La Son Expressway Project with a total length of over 98km passing through the two localities of Quang Tri and Thua Thien Hue (now Hue City) was started. The project has a total investment of about 7,699 billion VND, using state budget capital; of which, the cost of site clearance is about more than 430 billion VND. The section through the city alone is more than 62km long, passing through 4 localities: Phong Dien, Huong Tra, Huong Thuy and Phu Loc. The "major road" has been opened, the traffic infrastructure is connected smoothly, creating a premise for socio-economic development of the localities.
To make room for this highway project, about 200 households had to be relocated. The city has built 9 resettlement areas for affected people and reclaimed land. Since the end of 2020, before the highway was put into use, the resettlement areas were completed one by one, households entered the lottery to receive plots, built houses, and settled down on spacious and convenient infrastructure like "new neighborhoods".
After nearly 5 years of returning to live in the Thuy Bang resettlement area (TDP Cu Chanh 2, Thuy Bang ward, Thuan Hoa district), the two brothers Nguyen Minh Duc and Nguyen Van Xuan now have a house and stable jobs. The initial difficulties have passed, but for the residents of the "new town" of the resettlement area, the memory of the day they moved back is still as fresh as yesterday.
Mr. Duc said that his family used to live in Cu Chanh 1 residential area with more than 1,000 square meters of residential land and production forest land. Their income and living mainly came from farming and raising livestock. During the implementation of the expressway project, the family was given land to clear the site and was temporarily relocated for 10 months while waiting for the resettlement area to be completed. At the end of 2020, they were compensated with more than 1 billion VND in land and were allocated a 400 square meter resettlement plot to build a house.
“At first, when we heard the news of the relocation, everyone was confused and worried and did not want to move, but when the government propagandized and mobilized, people felt secure. When we moved in, in July 2021, Thuy Bang was merged into the city (now Thuan Hoa district), so people were very excited. Now, living in a spacious resettlement area with full electricity and water infrastructure, people are closer to the city,” Mr. Duc affirmed. What is special is that when they arrived at their new home, the two brothers continued to pursue the profession of collecting agarwood. With a stable job and income, along with running a shop in their new home, their children were able to study properly.
For development purposes
Mr. Truong Anh Tuan, Vice Chairman of the People's Committee of Thuy Bang Ward, Thuan Hoa District, informed that the resettlement area project of the ward was approved by the Provincial People's Committee (now the People's Committee of Hue City) in November 2019 with a total investment of more than 21 billion VND on an area of about 21 hectares. The resettlement area is divided into 25 lots, each lot has an area of 200 - 400m2, to serve the resettlement of affected households that have to be relocated under the Cam Lo - La Son Expressway Project. When people move to their new residence, the government creates all favorable conditions in terms of procedures, land allocation documents as well as livelihood support to gradually change to suitable occupations. Up to now, households affected by the expressway project have been adequately compensated and have started to build houses, stabilizing their livelihoods.
Present at resettlement areas for affected people in Phong Xuan, Phong Son, Phong My (Phong Dien town), we clearly saw well-built houses, with fully invested electricity, roads, water supply, drainage, and trees.
At the front of the internal road of Phong Xuan resettlement area, Mr. Hoang Ngoc Hiep - a resident here said that after his family received compensation for the house and more than 5,000 square meters of agricultural land, he returned to receive land at Phong Xuan resettlement area and built a house here. The resettlement area has invested in convenient traffic infrastructure, which has helped his family to travel and find jobs.
Mr. Ho Huu Phu, Director of the Investment and Construction Project Management Board of Phong Dien town, said that the Cam Lo - La Son expressway, which passes through the town, is 23.8km long and has reclaimed nearly 150 hectares of land from 811 households in the three communes of Phong Xuan, Phong My, and Phong Son to serve the project. The town has built three resettlement areas with a total cost of more than VND54 billion in these localities to serve the resettlement of 80 households with full infrastructure. The resettlement areas have been completed, and most of the people have built spacious and solid houses.
In addition to the completed resettlement areas, there are currently resettlement areas under construction in Thuan Hoa district to serve the displaced people, making way for key traffic projects. In mid-March, resettlement area B5 in Thuan An New Urban Area (Thuan An ward, Thuan Hoa district) with an area of 4.62 hectares, with a total investment of 133 billion VND invested by the Project Management Board of Investment and Construction of Thuan Hoa district, is completing the final items. When this project is completed, about 145 plots of land will be arranged to serve the displaced people in the coastal road and bridge project across Thuan An estuary.
Mr. Nguyen Van Cuong, Deputy Director of the Hue City Traffic Construction Investment Project Management Board, said that the coastal road and bridge project across Thuan An estuary was invested with the aim of creating conditions to promote coastal urban areas, serve the socio-economic development, tourism of the locality, improve and enhance the lives of people in coastal communes. In addition, the project also promotes and increases the attraction of investors, enterprises, and large corporations to Hue to invest in construction, development of tourism infrastructure projects, services, resorts and projects, contributing to the socio-economic development of the locality.
