Binh Duong - A bright spot in implementing social housing policies for workers

Therefore, countries around the world have had preferential policies on social housing to support people in meeting their essential needs, especially for low-income groups and workers. Vietnam in general and Binh Duong province in particular always pay attention to implementing social housing policies.

Great demand for social housing

Binh Duong always takes care of housing for low-income people and workers in industrial parks.

Binh Duong has 50 industrial parks (IPs) approved by the Prime Minister, of which 29 have been established and 28 are in operation. The number of IP workers is currently more than 500,000, mainly workers from all provinces and cities across the country.

This also means that the demand for social housing for workers here is very large. Therefore, in recent times, the Provincial Party Committee and Provincial People's Committee have always paid attention to providing housing for low-income people and workers in industrial parks.

The province also considers this a key task in the local socio-economic development. Therefore, along with the central government's social housing policies, the province has also had many preferential mechanisms, creating favorable conditions to support social policy beneficiaries to improve their housing.

On September 20, 2011, the Provincial Party Standing Committee issued Breakthrough Program No. 27-CTr/TU on social housing development in Binh Duong province.

On December 24, 2014, the Provincial People's Committee issued Decision No. 4290/QD-UBND on the Housing Development Program of Binh Duong province to 2020, with a vision to 2030.

On November 30, 2016, the Provincial People's Committee issued Decision No. 3295/QD-UBND on the Housing Development Plan of Binh Duong province for the period 2016-2020.

On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg on the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030". Binh Duong province was assigned by the Government to develop 86,877 apartments compared to the forecast demand of 115,836 social housing apartments in the period of 2021-2030.

On that basis, Binh Duong has developed a project to develop social housing and workers' housing with the goal of developing 86,877 social housing units in the 2021-2030 period. Of which, 46,377 units will be developed in the 2021-2025 period and 40,500 units in the 2026-2030 period.

Bright spot in social housing development

In recent years, with the continuous efforts of local authorities and the role of enterprises, Binh Duong has become a bright spot in the country in implementing social housing policies, including social housing for workers.

Notably, the social housing project - worker housing proposed for investment by Becamex IDC Corporation. Accordingly, the Becamex social housing apartment model based on clean land fund has been invested and put into use with preferential prices, suitable for workers' income, combined with forms of home loans, has attracted thousands of workers and low-income people. Thereby, meeting part of the labor demand of enterprises investing in industrial parks...

The project to build 86,877 social housing units by 2030 is a large program with profound humanity, helping low-income people have a suitable "place to live". However, due to difficulties in the real estate market, lack of "interest" from investors, and inadequate legal regulations and administrative procedures related to social housing development, the goal set by Binh Duong province is behind schedule.

Need many synchronized solutions

To successfully implement the proposed plan, relevant authorities need to closely follow the needs of workers for food and accommodation to make appropriate adjustments. Thereby, support, encourage and call for stronger participation from the business community. Continue to simplify legal procedures, speed up implementation progress, and support policies to help people access their first home. All must be for the common goal of bringing long-term stability, settlement and career for workers.

It is necessary to narrow down the mechanism of “dividing plots and selling land” to create higher urbanization efficiency and abolish cases of saving money in land waiting for land prices to increase, leaving land in waste. According to the experience of other countries, the mechanism of “dividing plots and selling land” is only applied in the scope of social housing. Only low-income people in urban areas can buy land to gradually build houses with their own income. In rural areas, this mechanism is also applied to cases where children establish their own families and separate from their parents' families. Land prices are also calculated according to the preferential price of the state.

Identify the right target audience for social housing, prevent policy exploitation, and allocate social housing to the wrong target audience. This causes many workers who are eligible for social housing policies and have real housing needs to lose their opportunities, distorting a major policy of the Party and State.

Housing development in general and especially affordable housing is really a top priority, helping to stabilize people's lives, ensuring fairness and social security for sustainable development.

The demand for social housing of industrial park workers is still very high. In order for social housing policies to be implemented fairly and to reach those in need, first of all, it is necessary to rectify and strictly handle organizations and individuals that commit violations in implementation. In the long term, the State needs to complete the system of legal documents regulating social housing policies, in order to ensure a full legal basis for the synchronous, serious and effective implementation of social housing regulations.
