Recently, on the streets of Da Nang City such as Nguyen Tat Thanh, Vo Van Kiet, Le Duc Tho, Dien Bien Phu... there have been many groups of young people carrying weapons, riding motorbikes at high speed, revving their engines, shouting, and fighting, making passersby feel unsafe.
Slashed people with similar faces and physiques
According to Da Nang City Police, the main cause of the disturbances is personal conflicts, temporary, erupting on social networks or people wanting to express themselves.
In the past 5 months (from late 2022 to early May 2023), the number of teenagers driving modified vehicles, using dangerous weapons, gathering to fight, intentionally causing injuries, and disturbing public order has increased. This poses many potential risks, causing insecurity among the people, negatively affecting the security and order situation in the area.
These teenagers are mostly under 18 years old (75.5%), often not managed or educated by their families; they are playful and reckless, disregarding the law. In particular, these teenagers are also ready to fight back when discovered by the authorities, potentially endangering the lives and health of the forces on duty.
Faced with this issue, Da Nang Police have mobilized many forces such as 911, 8394, Traffic Police... to continuously patrol, prevent, and strictly handle violators. The police have arrested and prosecuted many subjects.
Recently, on May 7, Son Tra District Police urgently arrested Pham Dinh Kien, Pham Hoang Vu, Phan Van Bao (all 18 years old, residing in Cam Le District), Nguyen Dinh Cuong (residing in Thanh Khe District), Le Nguyen Nhat Huy (both 17 years old, residing in Ngu Hanh Son District) to investigate the act of disturbing public order. Among them, Kien was identified as the leader of the group of suspects.
In the early morning of April 30, after taking weapons to look for their opponent but not finding them, Kien's group passed by a coffee shop in front of a supermarket on Vo Van Kiet Street (Phuoc My Ward, Son Tra District) and saw a young man with a face and body similar to one of the rival group, so they rushed in and slashed the victim. Kien brandished a knife and directed his accomplices to slash anyone who tried to stop or resist, causing the people present at the coffee shop and supermarket to be scared and run away.
Not only that, late at night on May 3, a group of 7 teenagers carrying weapons went to find and beat up another group of young people. After going through many routes but not meeting the opposing group, the group stopped near the end of the Dragon Bridge to line up to take photos and post them on social media. The Criminal Police Team of Hai Chau District Police invited these people to come to work, but 4 people in the group were arrested by Son Tra District Police for being involved in another fight.
In early April 2023, Hai Chau District Police also prosecuted and temporarily detained Nguyen Tran Quoc Hung (17 years old, residing in Thang Binh District, Quang Nam) for disturbing public order. Hung was the leader who invited 5 other subjects to bring weapons to help his friend resolve a conflict. In addition to Hung, who was temporarily detained, the police also prosecuted and banned 3 other subjects in the group from leaving their place of residence.
If not treated at the root, the consequences will be unpredictable for society.
At a recent conference on handling the situation of teenagers using modified vehicles and weapons to disrupt public order, Colonel Tran Phong - Deputy Director of Da Nang City Police Department requested that 100% of cases related to these subjects must identify the origin, place of manufacture, and place of sale of weapons and support tools.
According to Colonel Tran Phong, in recent times, the city's police force has deployed many measures to fight and prevent groups of young people from gathering, using weapons to fight, and disturbing public order. However, there are still many incidents that cause insecurity among the people, affecting the image of the city. The city's police leaders have held a meeting to discuss solutions.
“At all costs, this problem must be dealt with thoroughly, radically and promptly, otherwise the consequences for society will be unpredictable. Each unit and force needs to consider this a regular and continuous task,” the Deputy Director of Da Nang City Police emphasized.
Colonel Tran Phong also requested units to strictly handle cases such as owners of establishments that manufacture, produce, store, and trade weapons and relatives who hand over vehicles to subjects who are not qualified to drive vehicles on the road.
At the same time, direct the police of communes and wards to seriously and resolutely implement the plan of the City Police Director on preventing and combating crimes and law violations related to youth gangs producing, storing, trading, and using weapons, explosives, and supporting tools. The 911 and 8394 forces, anti-robbery forces, and traffic police and public order forces increase the time and frequency of operations to focus on detecting and handling violators...
