Hai Phong City People's Committee has just approved the city's urban development program with specific milestones for each stage, building a vision to 2050.

On May 13, the People's Committee of Hai Phong City announced that it had issued Decision 1274 approving the urban development program of Hai Phong City towards 2040, with a vision to 2050.
Hai Phong City to establish new cities and districts before 2025
The urban development program of Hai Phong city is implemented throughout the entire administrative boundaries of the city, including 15 administrative units with 7 inner-city districts (Hong Bang, Le Chan, Ngo Quyen, Kien An, Do Son, Duong Kinh) and 8 suburban districts (An Duong, An Lao, Bach Long Vi, Cat Hai, Kien Thuy, Tien Lang, Thuy Nguyen, Vinh Bao).
Accordingly, the development target by 2025 is that the urbanization rate will reach about 60 - 70% with the total urban population density reaching 2,000 - 3,000 people/km²; the average green area per capita in the whole city will reach 10 - 13m²/person...
In particular, the city will expand the central urban area to An Duong district, raising it to 8 inner-city districts and adjusting the administrative boundaries of Hong Bang district (establishing An Duong district and adjusting 3 communes An Hung, Dai Ban, An Hong to Hong Bang district).
At the same time, establish Thuy Nguyen city on the basis of the current administrative boundaries of Thuy Nguyen district and the entire Vu Yen island. Complete the standards of Hai Phong city type I according to regulations.
In the period up to 2030, the target is that the urbanization rate of Hai Phong will reach about 74 - 76% with a population density of 3,000 - 3,500 people/km². At the same time, the central urban area will be expanded to Kien Thuy district to increase to 9 inner-city districts.
Urban development in An Lao town, An Lao district; Tien Lang town, Tien Lang district and Vinh Bao town, Vinh Bao district meet the criteria of type IV urban areas. Continue to build and develop new urban areas according to the development orientation approved by the Prime Minister in the project to adjust the city's general planning and city planning.
In the period up to 2035, continue to develop Hai Phong in the direction of basically meeting the criteria of a special urban area in terms of urban infrastructure, healthcare, education and training, and cultural works.
The target for this period is that the urbanization rate will reach about 76 - 80% with the total urban population density reaching 3,000 - 3,800 people/km². Urban development of Thuy Nguyen city will meet the criteria of a type II urban area.
Establishing an island urban area in Cat Hai district before 2040
For the period up to 2040, Hai Phong sets a target of urbanization rate of about 80 - 86%. At the same time, expand the central urban area to Cat Hai island district with the establishment of Cat Hai district (urban area on the island).
Accordingly, the inner city area will be increased to 10 districts, including: Le Chan, Hong Bang, Ngo Quyen, Kien An, Hai An, Duong Kinh, Do Son, An Duong, Kien Thuy and Cat Hai.

With a vision for the period 2045 - 2050, Hai Phong is determined to build and develop the city into an international-class urban area, playing the role of a connection and development hub with regional and international networks, contributing to raising Vietnam's urbanization rate to the high average group of ASEAN and Asia.
The economic structure of the urban area develops in a modern direction with green economy and digital economy accounting for a large proportion. Making Hai Phong a city with a high level of development among the leading cities in Asia and the world.
On the basis of clearly outlining development targets for each of the above mentioned time periods, the People's Committee of Hai Phong City assigned departments, branches, units and localities to develop implementation plans for each stage on the basis of closely following the approved plans.
In addition, strengthen inspection and supervision of the implementation of projects, programs and plans on urban development and synthesize reports to the City People's Committee and the Ministry of Construction according to regulations.
