Nhu Xuan district has more than 56,320 hectares of forest (32,361.73 hectares of natural forest, the rest is planted forest). Of which, the forest area bordering Nghe An province is over 10,000 hectares.

Realizing that forests are not only a precious resource, of great value in terms of ecology and environment, but also an important contribution to socio-economic development, creating more jobs on the spot, and increasing income for local people, in recent years, the District Party Committee, People's Council, People's Committee of Nhu Xuan district and departments, branches, and organizations from the district to the grassroots, together with communes, towns, and forest owners have joined hands to protect and develop forests (BV&PTR). The work of propagating, disseminating, and implementing the Forestry Law and guiding documents for implementation has been effectively organized and implemented by the Forest Ranger Department in coordination with the departments of the District Party Committee, the District Fatherland Front Committee, and political organizations from the district to the commune. More than 1,000 households have signed a commitment to protect forests (BVR), prevent and fight forest fires (PCCCR). Annually, advise and perfect the steering committee on the implementation of the Sustainable Forestry Development Target Program; develop operating regulations; assign tasks to each member in charge of the area; Develop and sign a plan to coordinate the forest protection and fire prevention forces, and combat forest smuggling with the border forest rangers, police, and military forces from the district to the communes. Organize rotating meetings with the forces and districts in the border areas; develop plans and strategies for forest fire prevention and control in key forest fire areas in 2024 according to the "4 on-site" motto (1,623.94 hectares of forest in key forest fire communes). Establish 127 forest protection and fire prevention and control teams in villages (hamlets) with 1,452 participants; regularly review and supplement means and tools to ensure the requirements of forest fire fighting tasks. Timely advise the district steering committee to develop plans and conduct inspections of forest protection and fire prevention and control work in communes, towns, and state forest owners.
In the first quarter of 2024, Nhu Xuan district organized 30 village meetings with a total of 690 participants; 92 propaganda sessions on the loudspeaker system. The content of the propaganda was on State regulations on forest protection and development and the Party's policies and State laws related to forestry work; in coordination with functional forces and commune authorities, forest owners organized 52 forest patrols with 256 participants.
The work of combating illegal logging, trading, transporting, trading and processing of forest products has been strengthened. The Forest Protection Department of Nhu Xuan district has directed forest rangers to strengthen consultation and close coordination with local authorities and functional forces to inspect forest security in areas with rich forest resources and key routes; synchronously implement solutions, from propaganda to strengthening inspection, control and strict handling of violators. Innovate reconnaissance work, infiltrate and collect information, patrol methods in areas with rich forest resources and know how to rely on the government and people to detect and prevent bad guys from sneaking into the forest to illegally exploit wood. Regularly propagate, guide, inspect and supervise the exploitation of forest products by units and people in the area in accordance with regulations.
However, the current forestry work in Nhu Xuan district still faces many difficulties, always posing a risk of illegal forest exploitation and deforestation. In fact, in recent times, there have been a number of illegal forest exploitation and deforestation cases in Nhu Xuan district. Specifically, in 2023, the Nhu Xuan District Forest Protection Department detected, prevented and processed 18 administrative violations (an increase of 2 cases compared to 2022), including 5 cases of forest encroachment; 4 cases of timber exploitation; 4 cases of transporting and trading forest products; 3 cases of buying and selling and storing; 2 cases of ownerlessness; administrative violations were fined and paid to the State budget 273.5 million VND. In the first quarter of 2024, 4 cases of violations of the Forestry Law were inspected, detected, arrested and processed, and 72 million VND was paid to the State budget.
For sustainable forest protection and development, Nhu Xuan district has been synchronously implementing solutions to implement the goals and key tasks of forestry work. Effectively implement the Party's guidelines and policies and the State's laws in the forestry sector. Develop forestry comprehensively and sustainably, associated with socio-economic development programs, the goal of new rural construction, rapid and sustainable poverty reduction, contributing to maintaining political stability, security, national defense, promoting traditional culture of ethnic communities in the district. Safely protect existing forest areas, maintain stable forest security, implement the motto of forest protection at the root with high sustainability, do not allow hot spots of deforestation, illegal exploitation, trade, and transportation of forest products, do not allow forest fires to occur; effectively implement forest planting, focusing on introducing tissue-cultured tree varieties into large timber plantations in the direction of intensive farming.

That is, continue to advise and effectively implement Conclusion No. 61-KL/TW of the 13th Party Central Committee Secretariat on continuing to implement Directive No. 13-CT/TW of the Central Party Secretariat on strengthening the Party's leadership in the management, protection and development of forests. Regularly coordinate with relevant units to effectively implement the dissemination of the Forestry Law. Well implement the regulations, programs, and coordination plans from the district to the commune in performing the tasks of protection and development of forests, and fire prevention and control with departments and branches in the district and neighboring areas. Annually organize and effectively implement the plan for protection and development of forests, fire prevention and control. Effectively monitor forest changes to assess changes in forest quality and reserves for forest protection and development. Strictly manage the use of forests and forestry land, and have solutions to handle the situation where forest owners, after being allocated land and forests, use them for the wrong purposes or let forests be illegally exploited but do not have timely preventive measures. Closely monitor the conversion of forest use purposes according to regulations; effectively implement forest planting to ensure volume and quality, especially large timber forests. Deploy and effectively implement policies and programs to benefit forest owners such as forest protection contracts, payments for forest environmental services, etc. to forest owners; socio-economic support programs in buffer zone villages.
The outstanding result is that forest security in the district is basically stable, forest fires and illegal deforestation are under control. Forest coverage in the district reaches 70%. Nhu Xuan forest has been protected and developed effectively and sustainably.
