On the afternoon of December 29, Prime Minister Pham Minh Chinh - Head of the Steering Committee for reviewing and organizing the handling of problems in the legal system - chaired the fourth meeting.

At the meeting, opinions were discussed on handling difficulties and shortcomings related to decentralization, delegation of authority, and authorization; reviewing legal documents affected by organizational and apparatus arrangements; and a number of other issues related to the implementation of the Steering Committee's tasks.
Through the review so far, there are a total of more than 5,000 documents directly affected by the organizational arrangement. Of these, there are more than 2,800 documents related to changing the names of agencies, organizations, and units; nearly 1,900 documents have content that needs to be processed immediately and more than 300 documents have content that needs to be processed but is not urgent.
With the view of ensuring efficiency and not formality, the Prime Minister said that the review of problems related to investment and finance and tasks must be done quickly, immediately and always.
Finalize policy documents to avoid interruption in the organization's consolidation.
The results of the 8th session of the 15th National Assembly show clear changes in this work, especially the promulgation of laws to remove difficulties and obstacles in the implementation of legal policies.
This is practical for people and businesses, contributing to freeing up resources to serve the country's development.
Through this, the Prime Minister requested the Ministry of Justice to propose rewards for relevant ministries, branches and agencies for investing a lot of effort in this work, and to encourage officials to "dare to think and dare to do".
The Prime Minister requested the Ministry of Justice to review and promulgate policies and allowances to encourage and train officials working in law-making; and to reward those who do well, not only in this field but also in other areas.
At the same time, commend and highly appreciate the initiative of the Ministry of Justice in proposing the application of digital technology in receiving and processing feedback and recommendations on legal documents from people and businesses; direct the enhancement of the application of artificial intelligence (AI) to support this work.
In particular, the head of the Government emphasized the requirement that ministries and branches must promptly issue documents to serve the streamlining of the apparatus, ensuring "Refined - Lean - Strong - Effective - Efficient - Effective", without interruption in the process of perfecting the apparatus organization.
The development of legal policies must abandon the mindset of "if you can't manage, ban it" and "if you don't know, manage it". At the same time, we must implement the motto "whoever can manage best, let them manage. Whatever the people and businesses can do or do better, absolutely do not do".
State management only focuses on building strategies, planning, laws, mechanisms, policies, and creating development; promoting decentralization and delegation of power along with appropriate resource allocation, improving implementation capacity, designing tools to strengthen inspection, supervision, and control of power, not "holding" work to the Central Government; localities decide, localities do, and localities are responsible; must clearly assign people, work, time, responsibility, and products.
Clear people, clear work, clear results and products

The Prime Minister suggested that in January 2025, it is necessary to organize the implementation of amending four laws including the Law on Government Organization; Law on Organization of Local Government; Law on Promulgation of Legal Documents; Law on Management and Use of State Capital Invested in Production and Business at Enterprises...
At the same time, it is necessary to ensure the principle of clarifying the powers, authority, and responsibilities of those who are decentralized, delegated, and empowered. This is the driving force to encourage the spirit of daring to think and dare to do; to leave space for people and businesses to be creative in what is not prohibited.
Ministers and heads of sectors must directly strengthen the direction of this work and focus on building databases to form AI; promote the development of digital technology, reduce travel of people and businesses, reduce troubles, harassment, and petty corruption.
With the draft laws to be submitted to the National Assembly at the upcoming 9th session, it is necessary to focus on removing resources and obstacles in the process of streamlining the organizational apparatus in conjunction with restructuring and improving the quality of the staff, civil servants and public employees.
